The recent opinion of the Azad Jammu and Kashmir (AJK) Supreme Court regarding the 12 refugee seats in the Legislative Assembly has brought much-needed constitutional clarity to an issue that has generated significant political debate. The court has reaffirmed that these seats enjoy constitutional protection and cannot be abolished through administrative decisions, public pressure, or extra-constitutional means. Any change, it ruled, must come through the constitutional amendment process and the elected representatives of the people. The judgment is an important reminder that constitutional questions must be addressed within constitutional forums. At the same time, however, lasting solutions to politically sensitive issues cannot rely solely on judicial rulings or administrative measures. Political dialogue remains the most effective and democratic path toward consensus and stability. The demand for the abolition of refugee seats has emerged from genuine political disagreements among different stakeholders. Such disagreements are natural in a democratic society and should not be viewed as threats. Instead, they should be addressed through meaningful engagement, parliamentary debate, and consultations involving political parties, civil society, and affected communities. Peaceful political engagement is far more likely to achieve durable results than actions that disrupt public life or raise tensions. The statement by PPP Chairman Bilawal Bhutto Zardari, stressing that political issues should be resolved through dialogue and within democratic institutions, offers a constructive way forward. His planned discussions with Prime Minister Shehbaz Sharif reflect the importance of consultation among political stakeholders.
At this critical moment, all parties should place the interests of the people above political differences.
