A deadly strike on a college building in Russia-occupied Luhansk has sparked sharp accusations between Moscow and Kyiv, a UN Security Council emergency session, and renewed threats of retaliation from the Kremlin.

Russian officials claim that a Ukrainian drone strike hit the Starobilsk Professional College in the town of Starobilsk, resulting in 21 deaths and 42 injuries. State media showed extensive damage to a multi-storey building, reduced to rubble, with rescue teams continuing recovery efforts amid the debris.

The Kremlin described the incident as a “terrorist attack,” insisting that there were no military facilities near the site. President Vladimir Putin rejected suggestions that Russian air defence or electronic warfare systems were responsible, and ordered the defence ministry to prepare a response.

Ukrainian military officials acknowledged conducting an operation in the Starobilsk area but said their target was a Russian military position, not civilian infrastructure.

The competing claims have intensified diplomatic tensions, prompting Russia to call for an emergency meeting of the United Nations Security Council. Russian envoy Vasily Nebenzya alleged the attack was a war crime, while Western representatives pushed back, accusing Moscow of distorting the broader context of the war.

Amid the escalating rhetoric, some pro-Kremlin commentators went further, calling for expanded retaliation beyond Ukraine, including possible symbolic strikes against Europe.

Search and rescue operations at the damaged site have now been completed, according to local officials, as the political fallout continues to grow.
