Taliban Defense Minister Mullah Mohammad Yaqub announced that if someone goes outside of Afghanistan with the intention of jihad, his work is not called jihad.

Mr. Mujahid emphasized that “when the emir stops the Mujahideen from fighting and they still go to fight, this war is not called Jihad.”

Afghanistan’s national television, under the control of the Taliban, released an audio file of Mullah Muhammad Yaqoob’s speech to the Taliban commanders on Saturday (14 Asad), in which Mr. Mujahid forbade the group’s fighters from going outside of Afghanistan for jihad and in support of The Taliban system encourages inside the country.

Mr. Mujahid says that advanced scholars and authoritative books have commented that when “Amir prevents the Mujahideen from going to war, their work is not called Jihad.”

He emphasizes that the members of the Taliban should not commit an act that harms the group’s 20-year achievements.

Mullah Muhammad Yaqoob’s speech has been published following the criticism of Pakistani authorities on what they consider to be the involvement of Afghans in the bloody attacks in Pakistan.

Pakistan’s Deputy Foreign Minister Hina Rabbani Kahar recently claimed that some Afghans were involved in a number of bloody attacks in the country’s cities. Zabihullah Mujahid, the Taliban spokesman, had previously denied this claim.

Pakistani authorities have also claimed that Tehreek-e-Taliban Pakistan (TTP) is organizing terrorist attacks against Pakistan from Afghanistan.
