KP CM opposes tax on Naswar in budget 2024, ‘Is used by poor, shouldn’t be taxed’

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur expressed opposition on Friday to the proposal of taxing Naswar in the upcoming provincial budget. The suggestion to impose a tax on Naswar was brought up during a KP cabinet meeting, chaired by CM Gandapur, to review and approve budget proposals for 2024.

Gandapur argued against the tax, stating that Naswar is predominantly used by the poor and should not be subject to taxation in the forthcoming budget.

Naswar, a moist, powdered tobacco dip, is primarily consumed in Afghanistan and surrounding regions, including Pakistan, India, and neighboring Central Asian countries. It is typically placed under the lower lip or inside the cheek, a method known as “Butt style stuffing,” and kept there for 15 to 30 minutes.

Medical experts have highlighted the severe health risks associated with Naswar addiction, which can lead to serious gum infections, jaw complications, and tooth loss. The harmful effects extend beyond oral health, potentially causing bone loss, stomach disorders, and facial disfigurement. Naswar use may also increase heart rate and contribute to cardiovascular complications, and in severe cases, it can lead to mouth and oral cancer.
