The decision to block these chatbots which are automated features allowing users to submit or request information sparked immediate concern from Kyiv’s military spy agency, GUR. Despite the temporary disruption, Telegram eventually restored access to the affected bots including those operated by Ukraine’s SBU security service, GUR and the digital ministry. A spokesperson for Telegram cited a “false positive” as the reason for the temporary disablement highlighting the challenges of managing such platforms amidst conflict-related content.

Telegram’s founder, Pavel Durov has previously emphasized the platform’s commitment to removing content that incites violence or shares sensitive personal information.
