ISLAMABAD — A preliminary inquiry into the PIMS nursery fire has exposed a deeper crisis inside Pakistan’s largest federal hospital: allegations of illegal cadre changes, fake experience, dual charge-holding, and political patronage that allowed a non-clinical officer to rise to the top of Gynecology within 5 years.
At the center is *Professor Dr. Nosheela Amjad* — currently holding *three charges simultaneously: HOD Gynae/Child, Director Mother & Child Health Centre MCH, and custodian of her own service record* at PIMS.
Speaking exclusively to _Minute Mirror_, *Advocate Tania Bazai, Islamabad High Court*, who calls herself the first internationally accredited mediator in Pakistan and an LLM scholar, said she has been following the PIMS case since 2024.
“I myself filed this case in the Islamabad High Court in 2024 before Justice Sardar Ejaz, and again in 2025 before Justice Babar Sattar. We filed a Quo Warranto challenging the appointments of the HOD and ED at PIMS,”_ Ms. Bazai stated.

The biggest flaw is that the lady was previously in the Population Ministry in the Administrative Cadre as Assistant Director. When it was dissolved, she came into the Clinical Cadre. Supreme Court judgments are very clear. You cannot change cadres. Vertical promotion is possible, horizontal is not.”_
*1. 2013 Establishment Division Notification*
Dated 12th November 2013, it lists *Dr. Nusheela Javed* as *Deputy Director BPS-18*, on deputation to PIMS from the defunct *Ministry of Population Welfare* w.e.f. *26-10-2009 to 26-10-2014*.
*2. 2020 Ministry of NHS Notification*
Dated 1st July 2020, it re-designated the post of *Deputy Director BS-18* “presently occupied by Dr. Nosheela Amjad on regular basis since 15th January, 2016” as *Assistant Professor (Obstetrics & Gynaecology) BS-18*.
Seniority was to be fixed under Rule 4A of Civil Servants (Seniority) Rules, 1993 due to devolution after 18th Amendment.
*3. 2022 Experience Certificate from MCH*
Issued 03 June 2022 by Dr. Zofishan Jabeen Fatima, Director MCH, it claims:
1. Medical Officer w.e.f. 05.05.2003
2. Senior Registrar Gynae/Obst w.e.f. 12.03.2015
3. Assistant Professor Gynae/Obst w.e.f. 15.01.2016
4. Associate Professor Gynae/Obst w.e.f. 08.09.2021
Advocate Bazai alleges this timeline violates PIMS promotion rules:
>“As per PIMS rules of promotion, 5 years job as Medical Officer in same Gyne department is necessary to be promoted as Assistant Professor and then 5 years as Assistant Professor to become Associate Professor in BS-19. She bypassed 10 years experience. People did FCPS in 2006, and she did FCPS in 2016. And without experience on same day she was redesignated as Assistant Professor. No DSB, no change in laws was done.”
“Show me her name in any seniority list of PIMS in any cadre from her absorption since 2015 till 2021. When all of sudden her name was entered as Assistant Professor of Gyne list.”

The background note shared with _Minute Mirror_ alleges that when Dr. Nosheela reached BPS-20 as HOD, her husband *Dr. Chaudhry Amjad* was serving as *HOD Children and joint Executive Director Gynecology and Children*.
“In this situation, the custodian of her service record, experience, and other relevant documents was effectively her own husband. This clearly raises the issue of conflict of interest,”_ the note states.
Today, Dr. Nosheela herself holds *HOD + Director MCH + In-charge*, making her custodian of her own record.
Advocate Bazai adds:
“The ED also holds 2 posts. Now if a patient goes to file a complaint, who should they go to? She is the Director, she is the HOD, and he is the ED. ED Rana Imran Sikandar should have resigned. All internal affairs of PIMS are in his hands.”
“We told them that she has opened her own private clinic. In the name of Vidra… and Imran Sikandar clinic is located 1-2 km away from PIMS Hospital. From here she tells patients to get treatment from us privately.”
“The biggest support behind her is her husband, who has affiliation with a political party. That is one reason the lady reached this post. Whatever orders were issued for her, they were all done through him.”
The note also mentions alleged partnership with *Max Health Hospital* and past *FIA inquiry* regarding funds, which it says must be verified from official records.
Bazai says the cadre change happened through an *Office Memorandum* allegedly issued by Section Officer *Khurshid Braich*.
“Senior officers in PIMS say we didn’t even know where the office memorandum was issued from. How was it changed quietly? There are countless Supreme Court judgments that changing cadre itself is illegal.”
During IHC hearings before *Justice Babar Sattar*, Bazai says:
“The judge asked them, tell me how did you reach here and how did you become HOD? How was your cadre changed?”
This scandal comes as the *preliminary inquiry report on the PIMS nursery fire* has been submitted to PM Shehbaz Sharif.
Sources told _Minute Mirror_ the report by former Interior Secretary *Shahid Khan* cites:
1. *Administrative Incompetence*
2. *Absent Staff* during the disaster
3. *Safety & Construction Shortcomings*
“The committee concluded that the incident was preventable. The combination of missing staff and non-functional safety systems created a catastrophic situation,”_ a source said.
The report recommends disciplinary action and its public release authority now lies with the PM.

“Dr. Nausheela’s prerequisites should be checked. She cannot even administer an injection. Here, when you are serving as HOD, you should have 18 to 20 years of clinical experience. Those who are present here were not considered for HOD.”
