After a long wait of 5 years, the date for local body elections in Punjab has finally been announced. The Election Commission of Pakistan (ECP), rejecting all delaying tactics of the Punjab government, has said in clear words that *”No excuse will work, elections will be held.”*
*Today’s Important Hearing – What Happened?*
An important case regarding the holding of Punjab Local Government elections was heard in the Election Commission of Pakistan.
A *four-member bench headed by Chief Election Commissioner Sikandar Sultan Raja* heard the case. The bench included members from Sindh, Balochistan and KP.
*Chief Secretary Punjab Zahid Akhtar Zaman* appeared before the Election Commission and gave a detailed briefing to the bench on the provincial government’s stance.
The Chief Secretary told the bench:
*Phase-wise Government Stance:*
*1. Initial Consent:* The provincial government had initially informed the ECP in writing that it is ready to hold local body elections in the province between *December 15, 2026 and January 15, 2027.*
*2. Cabinet Committee Objection:* Later, when the matter was placed before the Punjab Cabinet’s Sub-Committee on Legislation, the committee recommended postponement of elections on the pretext of weather and administrative issues.
The reasons cited by the Cabinet Committee were:
– *Severe smog and dense fog* in Punjab, especially in Lahore, Faisalabad, Gujranwala divisions in December and January
– Polling process will be affected due to *bad weather*
– Arrival of the *holy month of Ramadan* during those days
– *Non-availability of school teachers* for election duty – because teachers will be on census, examinations and other duties
– Polling time will be less due to shorter days
*3. Request for April:* On the basis of these reasons, the provincial government formally requested the ECP to hold Punjab local body elections in *April 2027 (April 4, 11 and 18)*, because in April days are longer, weather is better and schools are also on holidays.
The Election Commission *rejected* this request and declared that this is an attempt to unnecessarily delay the local body elections further.
*4. Latest Request:* After rejection, the provincial government adopted a new stance in court today and said that the provincial government is now ready to hold elections in *January or February 2027* because weather gets better in February and fog ends.
*Final Decision of the Election Commission:*
Considering the fresh request of the Punjab government and after reviewing all facts, the Election Commission announced its final decision:
> *”The first phase of local body elections in Punjab will be held on Saturday, February 7, 2027. The remaining two phases will be completed within February itself.”*

*Complete Background – Why Are These Elections So Important?*
The history of the local body system in Punjab is very complicated.
– *Last elections were held in 2015* during the PML-N government.
– The term of these local bodies *expired on December 31, 2021.*
– Since then, *for the last 5 years, there has been no elected local representative in Punjab*, all Municipal Corporations, Municipal Committees and District Councils are being run through Administrators.
– The Supreme Court of Pakistan ordered twice in 2022 and 2024 to hold immediate local body elections in Punjab and KP.
– Multiple petitions are also pending in the Lahore High Court, in which contempt notices have also been issued to the government.
– Under *Article 140-A of the Constitution*, it is mandatory for every province to establish a local government system and transfer powers to the grassroots level.
According to experts, due to non-holding of local body elections, cleanliness, sewerage, encroachments and development works in all cities of Punjab including Lahore have been badly affected.
