ISLAMABAD: The Capital Development Authority (CDA) has imposed a fine of Rs. 500,000 on Federal Government Polyclinic Hospital in G-6 for failing to fully comply with required fire and life safety measures.

According to challan No. CDA/ES/FES/E&S/C-132/2026 issued by the CDA, the action was taken on August 30, 2026 under Sections 6 and 9 of the Islamabad Fire Prevention and Life Safety Regulations 2020.
Deficiencies persist despite notices since 2017
The CDA stated in its notice that Polyclinic Hospital had been issued multiple notices, directions and safety advisories since 2017. However, the identified deficiencies related to fire and life safety had still not been comprehensively addressed.
The CDA also referred to the tragic fire incident at the Mother and Child Health Centre of PIMS on August 26, 2026 in which lives were lost. According to the authority, the incident further highlighted the importance of immediate and effective fire safety measures in hospitals and other buildings.
Fine to be paid within seven days
The CDA has directed Polyclinic Hospital to deposit the Rs. 500,000 fine within seven days through a pay order. According to the notice, the hospital administration must immediately address all outstanding fire safety deficiencies including:
- Fire detection and alarm systems
- Firefighting and fire suppression systems
- Emergency lighting
- Exit signage
- Proper emergency exits and evacuation routes
Technical evidence and compliance report required
The CDA has instructed the hospital administration to submit a compliance report along with technical and documentary evidence to the Capital Emergency Service after rectifying the identified deficiencies.
The authority has made it clear that failure to meet the prescribed requirements will result in further action under the relevant law. The notice was issued by Director Fire Services Muhammad Ehsan and marked “Most Urgent.”
Copies were also sent to the CDA Member Administration, DG General Emergency Services, Senior Magistrate CDA and the Chairman’s Office.

According to sources, the CDA has also imposed a Rs. 500,000 fine on a hospital under its own administration over inadequate fire and life safety arrangements. The crackdown on fire safety compliance following the PIMS tragedy has also raised questions about safety arrangements in government institutions and hospitals.
