(3-Year) Programme and LLB (5-Year) Program by examining the official records of the University and the concerned affiliated law colleges.
> The Inquiry Committee identified certain academic records as suspected to have been incorporated into the University’s examination records without lawful authority and, in compliance with the principles of natural justice, issued Circular/Final Public Notice No. ADMN/SALU/KHP/-1660 dated 07 July 2026, published on the University’s website and in the national press, inviting the concerned candidates to submit documentary evidence in support of the legitimacy of their academic records within fifteen (15) days.

*MAJOR COLLEGES INVOLVED:*
The 36-page notification includes a complete *LIST OF FRAUDULENT ENTRIES*. The initial pages show a massive number of entries from *SDK Law College Jacobabad*.
For example, for Academic Year 2016 alone:
– Seat No. 7781 Muhammad Yamin S/O Muhammad Sharif
– Seat No. 7782 Agha Salman S/O Agha Sadiq Hussain
– Seat No. 7783 Naveed Asghar S/O Muhammad Asghar
– Seat No. 7784 to 8238 – Saeed Ahmed, Farukh Iqbal, Sajid Naeem, Ghulam Mustafa, Mazhar Hussain, Mujahid Islam, Faisal Hussain, Abid Ali and 26 others
All 36 entries on Page 2 are from SDK Law College Jacobabad. Sources say remaining pages include other affiliated law colleges of SALU in Sukkur, Khairpur, Ghotki and Jacobabad region.
*COPIES SENT FOR ACTION:*
The University has sent copies for information and necessary action to:
1. Secretary to Vice Chancellor, SALU
2. Controller of Examinations, SALU
3. Higher Education Commission (HEC), Islamabad
4. Pakistan Bar Council, Islamabad
5. Sindh Bar Council, Karachi
6. Punjab Bar Council, Lahore
7. Khyber Pakhtunkhwa Bar Council, Peshawar
8. Balochistan Bar Council, Quetta
9. Principals of the concerned affiliated Law Colleges
10. IT Manager for publishing on University website
*IMPLICATIONS – WHY THIS IS A MEGA SCANDAL:*
This decision has far-reaching consequences:
1. *Law Practice at Risk:* All 1,184 individuals cannot legally practice as advocates. If they have obtained licences from any Bar Council on basis of these degrees, those licences stand cancelled automatically.
2. *HEC Attestation Void:* HEC will not attest these degrees. Any attestation already obtained is void.
3. *Jobs and Judiciary:* If any of these degree holders are working as judges, prosecutors, law officers, or in government departments, their jobs are at risk.
4. *Criminal Liability:* Preparing or using fake academic record is a criminal offence under PPC. FIRs can be registered against beneficiaries and facilitators inside University and colleges.
5. *Bar Councils Under Pressure:* Pakistan Bar Council and Sindh Bar Council will now have to scrutinize enrolment records of last 8 years and de-list these advocates.
*BACKGROUND:*
Sources in SALU told Minute Mirror that this scam was ongoing since 2016-2018 when some officials of examination branch, in connivance with affiliated colleges, allegedly inserted fake entries in result gazettes without actual examination. Students paid heavy amounts for degree without attending classes or appearing in exams.
The Syndicate in its 92nd Meeting took serious notice after complaints and constituted a high-powered Inquiry Committee which cross-checked tabulation registers, answer scripts and attendance.
The Committee found no answer scripts, no attendance, no admission record for these 1,184 candidates.
*NEXT STEPS:*
– HEC is expected to place these 1,184 degrees on its fake degree alert portal.
– Sindh Bar Council has called a meeting next week to start de-licensing process.
– SALU administration is considering referring matter to FIA and Anti-Corruption for criminal investigation.
*This is the largest single cancellation of LLB degrees in history of Sindh and the second largest in Pakistan after Islamia University Bahawalpur scandal.*
