An audit report has revealed financial irregularities exceeding Rs222 billion in the Ministry of Communications during the fiscal year 2022-23, raising questions about recruitment practices, procurement procedures, banking transactions and financial management within the ministry and its associated departments.
According to the report, several cases involving alleged fraud, theft and robbery were identified during the audit of the ministry’s affairs for the fiscal year 2022-23. The findings also highlighted irregularities in recruitment, unauthorised administrative arrangements with a commercial bank and transactions conducted through Pakistan Post accounts.
The audit report identified 40 cases involving fraud, theft and robbery, with irregularities amounting to Rs48.8 million. Four recruitment-related cases involved irregularities worth Rs2.73 billion, according to the findings.
The report also raised concerns over recruitment in Pakistan Postal Services. It stated that permission had been granted to fill vacant positions in the department. During the caretaker government’s tenure, 4,252 people were recruited to positions ranging from Basic Pay Scale (BPS) 1 to 15. The audit further reported that 314 individuals were allegedly recruited on political grounds in violation of the prescribed rules.
Procurement procedures also came under scrutiny. According to the report, five procurement-related cases resulted in losses of more than Rs3.26 billion to the national exchequer.
The audit also identified a loss of Rs20.85 billion linked to unauthorised administrative arrangements with a commercial bank. However, the available report did not provide further details about the specific transactions or the parties responsible for the alleged irregularities.
Pakistan Post was also found to have opened more accounts than the prescribed limit, according to the audit findings. Transactions worth Rs20 billion were conducted through these accounts, prompting concerns about compliance with financial regulations and internal controls.
In another case, the report identified a loss of Rs492.5 million to the national exchequer. It also pointed to potential recoveries exceeding Rs3.74 billion across 11 separate cases.
Furthermore, 15 other cases involved financial irregularities amounting to more than Rs194.54 billion, making them the largest category highlighted in the report.
The findings point to a broad range of financial management concerns within the communications sector during 2022-23. However, the identification of audit irregularities does not, by itself, establish criminal wrongdoing. Further investigation and responses from the relevant departments would be required to determine responsibility and the status of any recoveries.
