LAHORE/GUJRANWALA : What started as a private housing project in 2005 has now become the biggest real estate scandal in Gujranwala’s history, with allegations of multi-billion rupee embezzlement, illegal sale of mortgaged and amenity lands, and a complex corporate identity fraud that has reached the Lahore High Court, NAB, FIA, and the Gujranwala Development Authority.
Minute Mirror has obtained court records, FIRs, and official correspondence that reveal the full scale of the G-Magnolia Park scandal involving its alleged owners Farhat Shahzadi alias Farah Gogi and her husband Ahsan Jamil Gujjar.
1. The Core Allegation: A Three-Level Fraud
According to GDA and NAB documents, the fraud was not one-dimensional.
*GDA’s investigation, as explained to Minute Mirror by Director GDA and Administrator of G-Magnolia Park, Rizwan,* identifies three levels:
*a) Sale of Mortgaged Plots:* Plots that were mortgaged in the name of GDA as a guarantee for approval of the housing scheme map were allegedly sold illegally to private allottees. GDA says these plots were collateral and could not be sold.
*b) Sale of Transferred Properties:* Properties that had been transferred to GDA in lieu of development fees, Corporation fees, and WASA charges were also allegedly sold.
*c) A Scheme Without Approval:* Files and plots were allegedly sold on land that never had any approval, NOC, or fee deposit with GDA. GDA claims an entire extension was marketed without any sanction.
The total recovery demand has now escalated. GDA sent an initial reference of *Rs. 2.75 billion* to the Deputy Commissioner Gujranwala for recovery. The DC Office, after verification, has written to the DG NAB requesting that properties seized in the Al-Qadir Trust case belonging to Farah Gogi and Ahsan Jamil Gujjar be de-seized and handed over to GDA for recovery proceedings.
GDA sources claim that the preliminary audit now shows the scandal to be between *Rs. 7 to 9 billion*, including Rs. 35 crore of Corporation building plan fees, WASA dues, and FBR withholding taxes that were allegedly never deposited.
2. 350 Citizens Cheated – The Human Cost
According to NAB’s inquiry, around *350 citizens* have filed complaints. The pattern was similar: citizens claim they paid full price for plots and houses, but the administration allegedly mortgaged those same plots with GDA as guarantee for map approval without their knowledge.
In February 2026, a separate FIR was registered which alleged forgery of the scheme map – that land reserved for parks, graveyards, schools, and public buildings was illegally occupied, converted into plots, and sold.
In May 2023, GDA and the Municipal Corporation had already carried out a joint operation, demolishing illegal roads and sheds constructed in violation of the approved layout plan.
3. The Corporate Fraud: Lahore High Court Upholds GDA
The most significant legal development came on *18 September 2026*.
*Lahore High Court – Writ Petitions No. 28062/2022, 40771/2023, 26074/2024 – Ghousia Builders (SMC) Pvt. Ltd. vs Province of Punjab & GDA*
*Judge: Justice Ahmad Nadeem Arshad*
The petitioner, Ghousia Builders (SMC) Pvt. Ltd., challenged GDA’s Notice dated 21.04.2022, assumption of jurisdiction under the Development of Cities Act 1976, sealing of its office on 30.04.2022, transfer of record from TMA to GDA, the alleged transfer of 419 Kanal 2 Marla land, and the Punjab Private Housing Scheme Rules 2021 notified on 07.12.2021. The petitioner claimed TMA Sadar Gujranwala had sanctioned the scheme on 14.10.2005 and GDA had no jurisdiction, and termed NAB, ACE, and FIA-AMLA cases as political victimization after April 2022.
*The Court dismissed all three petitions.*
The court accepted GDA’s threshold objection on *Locus Standi*, which is the centerpiece of the judgment:
The original scheme sanctioned on 14.10.2005 by TMA was in the name of *”Ghousia Builders (Pvt.) Ltd.”*, whereas the petitions were filed by *”Ghousia Builders (SMC) Pvt. Ltd.”* The Court held these are _prima facie two distinct juristic persons_. GDA’s record shows no lawful transfer of ownership, sponsorship, or development rights under Rule 41 of the 2021 Rules in favour of the SMC company. Mere similarity of names does not transfer rights.
The Court also noted that authorized representatives of the SMC company, Javed Iqbal and Awais Aslam, appeared on 04.05.2026 and sought to withdraw the petitions.
On jurisdiction, the Court held that regulatory jurisdiction was transferred to GDA in 2014 vide Notification dated 28.10.2013, and the petitioner itself had sought extension approvals from GDA in 2020.
On the appointment of Administrator, the Court upheld GDA’s action dated 16.03.2026 under *Rule 55(2) of the Punjab Development Authorities Private Housing Schemes Rules, 2021*, which was ratified by GDA’s Governing Body in its 59th meeting on 28.03.2026. GDA argued the original developers had abandoned the scheme, violated regulatory regime, encroached upon public amenity sites, and failed to complete development works.
In Para 24, the Court directed GDA to remain strictly within the law as Administrator and to protect the lawful rights of genuine plot-holders and residents. In Para 25, it clarified that dismissal would not preclude any person with an independently established right from approaching a civil court or SECP.
All miscellaneous applications – C.M. No. 01/2026, 05/2026, 06/2026 for placing documents on record were allowed, while C.M. No. 03/2026 seeking directions against the Ministry of Foreign Affairs under the Hague Apostille Convention was dismissed as extraneous. Interim relief application C.M. No. 01/2022 was dismissed as infructuous.
4. FIR No. 2399/26 and Fresh Cases – The Noose Tightens
On *29-08-2026 at 23:35*, FIR No. 2399/26 was registered at Police Station Sadar Gujranwala under *PPC 420, 468, 471* on the complaint of Director GDA. The FIR alleges preparation of fake documents, forgery, and fraudulent sale of mortgaged properties.
In *August 2026*, Gujranwala Police registered another case against Farah Gogi, Ahsan Jamil Gujjar and associates for allegedly not depositing official fees for building designs and committing fraud.
GDA has also written to the Securities and Exchange Commission of Pakistan (SECP), stating that the scheme for the last four years was being run by a company that was never approved by GDA.
5. The Political Connection
The name of *PML-N MPA Qaisar Iqbal Sindhu* has also surfaced in connection with the case. According to police records, a case was registered against him and others at P.S. Sadar Gujranwala in August 2026 on allegations of preparing fake government documents and forgery. Earlier in 2026, reports of FIA inquiries and notices against him also appeared.
He has not yet joined the investigation in FIR 2399/26, according to police sources.
What Happens Next
GDA Administrator Rizwan told Minute Mirror that recovery is now complete on paper and the next phase is auction. All mortgaged properties, lands kept for Corporation and WASA fees, and other seized properties will be auctioned to clear government dues and to restore rights to genuine affectees. Separate lists are being prepared for victims of over-selling and for those whose land does not exist on ground.
For the thousands of families who invested their life savings in G-Magnolia Park, the Lahore High Court order and NAB’s involvement offer the first real hope of recovery – but also confirm that the housing scheme they bought into legally never belonged to the company that sold it to them.
_Disclaimer: All accused named in FIRs and inquiries are presumed innocent until proven guilty by a court of law. Allegations mentioned are based on official FIRs, GDA references, NAB inquiry documents, and the Lahore High Court judgment dated 18.09.2026._
