The inquiry was initiated following a complaint by Attock resident Nasir Mahmood, who alleged that the three officials demanded money after stopping his employees near Kallar Kahar on the night of May 7-8. According to the complaint, an initial demand of Rs30 million was negotiated down to Rs1.4 million, which was allegedly paid in exchange for the release of the employees and their vehicle.

Following the complaint, a departmental inquiry ordered by CCD Rawalpindi Regional Officer SSP Hassan Jahangir Wattoo and conducted by SP Afzal Shah concluded that the officials had misused their authority and violated departmental rules. They were subsequently dismissed from service.
The complainant later reached an out-of-court settlement with the three officials, who allegedly returned the Rs1.4 million. However, despite the private settlement, the departmental proceedings continued, ultimately resulting in their dismissal.
