The decision by the Special Investment Facilitation Council (SIFC) to invite Japan’s Sumitomo Corporation to examine investment opportunities in the mining and minerals sector is therefore a welcome step.
Pakistan is blessed with significant mineral resources, but much of this wealth remains underground and underdeveloped. For decades, the country has struggled to turn its natural resources into a strong source of economic growth. The problem is not simply a lack of minerals. It is also a lack of investment, modern technology, proper exploration and efficient processing facilities.
This is where international companies can play an important role.
Sumitomo Corporation is expected to assess Pakistan’s mineral potential and explore possible participation in new mining projects. Such engagement should be encouraged. Pakistan should not hesitate to invite experienced international companies to explore its mineral resources, provided that investment agreements are transparent and protect the national interest.
Foreign investment can bring much more than money. It can introduce modern mining technology, better management practices, skilled jobs and international standards. It can also help Pakistan move from exporting raw minerals to processing them locally.
This change is particularly important. Exporting raw minerals means that much of the potential value is created elsewhere. Pakistan should instead develop facilities for processing minerals and producing higher-value products. This can create industries, jobs and new opportunities for local businesses.
The SIFC has been working to make investment procedures easier and improve coordination between government departments. These efforts need to continue. Investors need clear rules, quick decisions and policy stability. Frequent changes in policies and unnecessary delays can discourage even serious investors.
At the same time, mineral development must benefit local communities. Mining projects should create employment, improve infrastructure and contribute to the development of areas where resources are located. Environmental standards must also be strictly followed.
