*1. What was WHITE BOOK Policy – Past 30 years?*

All previous CMs and IGPs did this:
– If a child or woman was abused, police would *NOT register FIR*.
– They would say “compromise kar lo”, “application de do, inquiry hogi”.
– Why? So that in official record / books, crime looks *LOW*.
– Low crime = Good image for CM and IGP.
– Goody-Goody situation for political and police leadership.
– But reality? *Accused free, victim without justice.* Criminals encouraged more because no FIR, no arrest, no jail.

*Result: Books White, Crimes Maximum.*

*2. What is RED LINE Policy – Now by CM Maryam Nawaz?*

CM Maryam Nawaz said: *Children and Women are my Red Line – Zero Tolerance.*

She gave written order to *IG Punjab Abdul Kareem* and all RPOs, CPOs, DPOs:
– *Register 100% FIRs* – Free, without bribe, without delay, without irritation.
– No one can refuse.
– Made new force *CCD* to investigate professionally with latest tools.

*Result: FIRs increased.*
– Lahore: 402 to 484 – 20% increase.
– National: 3,172 cases reported.

But this increase is *NOT failure – this is SUCCESS.* Because now truth is coming out. Criminals are being booked.

*3. Why CM Put Political Capital at Stake?*

She knows:
– When FIRs increase, opposition will say “crime increased in Maryam’s rule”.
– Media will question.
– Police image will suffer initially.
– Vote bank may be at risk.

But she said: *”I don’t want fake good image with low numbers. I want real justice with true numbers. Even if I lose political capital, I want criminals punished.”*

This is called *Bold and Daring Step* – not cosmetic measure like previous CM
