The 18-year-old driver was arrested at the scene in Wallsend, a suburb about 110 kilometres north of Sydney. The incident occurred as rugby fans gathered along local streets to see off the Newcastle Knights, who were scheduled to play in the National Rugby League grand final in Sydney on Sunday.
Two injured people, a five-year-old girl and a 67-year-old man, were taken to hospital in critical condition. The remaining injured people were also receiving medical treatment, according to authorities.
Newcastle Mayor Gavin Morris said the vehicle appeared to have been revving before the crash and suggested that the driver may have lost control.
Police said their initial assessment indicated that the incident was not terrorism-related. Investigations into the circumstances surrounding the crash are continuing.
