Chinese lawmakers on Friday adopted a law governing the country’s activities in Antarctica, strengthening regulations on scientific research, tourism and shipping, state news agency Xinhua reported.
The law, which will take effect on January 1, 2027, aims to support Chinese scientific exploration while safeguarding the security of the country’s activities, assets and other interests in Antarctica.
It requires Chinese activities on the continent to protect wildlife and plants, ensure the proper handling and disposal of waste, prevent marine pollution and avoid or minimise harm to the Antarctic environment.
Under the legislation, Chinese organisers seeking permission for Antarctic research, tourism, shipping and other activities will have to meet environmental, safety and other requirements. Applications must include plans for the proposed activities, environmental impact assessments, emergency arrangements and proof of financial guarantees and insurance, according to Xinhua.
China has expanded its presence in Antarctica in recent years, including through scientific research and environmental monitoring.
China is a party to the Antarctic Treaty, which reserves the continent for peaceful purposes and scientific investigation and prohibits military measures. It is also a party to the treaty’s 1991 Protocol on Environmental Protection, which designates Antarctica as a natural reserve devoted to peace and science and prohibits mineral resource activities except for scientific research.
