According to the 7th Population and Housing Census, which was conducted in 2023, just seven years after the previous census instead of the stipulated period of 10 years, Pakistan’s population had reached 241.5 million. A defining demographic characteristic of Pakistan is its substantial youth bulge: 26 percent of the population is aged between 15 and 29 years, while 53.8 percent falls within the working-age group of 15 to 59 years. This demographic dividend offers a unique opportunity for economic prosperity and social uplift if effectively converted into an asset equipped with scientific knowledge and technology, thereby providing a powerful engine for innovation and sustainable growth.

In order to harness this potential of the youth, the incumbent federal government, headed by Prime Minister Muhammad Shehbaz Sharif, has launched several initiatives aimed at enhancing youth employment prospects. Notable among these are the Prime Minister’s Youth Business and Agriculture Loan Scheme to promote entrepreneurship and economic independence; the Youth Skills Development Programme to provide market-driven technical and digital skills; the Pakistan Education Endowment Fund to support talented students from disadvantaged backgrounds; IT startups and venture capital support to accelerate Pakistan’s digital economy; the Prime Minister’s Youth Laptop Scheme; and the Prime Minister’s Digital Youth Hub, among others. Needless to mention, these programmes aim to transform Pakistan’s demographic challenge into a driver of economic growth and social stability.

Under the Prime Minister’s Youth Laptop Scheme, 600,000 laptops have already been distributed among talented students across Pakistan, including Gilgit-Baltistan (GB) and Azad Jammu and Kashmir (AJK). Under Phase IV of this scheme, another 100,000 laptops are being distributed. The scheme, aimed at encouraging and appreciating talented students here, there and everywhere, was initially launched during the tenure of Prime Minister Nawaz Sharif about a decade ago, and Prime Minister Shehbaz Sharif is continuing it in a commendable manner.

In the next phase, the Prime Minister’s Youth Chromebook Scheme was launched a few days ago, under which a large number of 500,000 Chromebooks are going to be distributed over two years among talented and meritorious students nationwide, including those from underserved and grassroots communities, to further enhance digital learning opportunities. The new and innovative scheme was launched at a ceremony organised under the auspices of the Prime Minister’s Youth Programme, with Prime Minister Muhammad Shehbaz Sharif himself as the chief guest.

The Prime Minister’s Youth Chromebook Scheme, as a matter of fact, is an extension and expansion of the PM’s Youth Laptop Scheme, and it aims to put technology within the reach of talented students.

The prime minister stated quite emphatically on the occasion that wealth or poverty must not determine access to education, technology and opportunity. Students from schools and religious seminaries will receive Chromebooks and internet facilities over two years. Selected students will also be provided with bags and MiFi devices to enable them to access the internet, attend classes remotely and use libraries from their homes.

The Prime Minister’s Youth Chromebook Scheme is going to be implemented by the Ministry of Federal Education and Professional Training in collaboration with the PM’s Youth Programme. The T T Care Foundation will provide 500,000 refurbished Chromebooks during the stipulated two-year period.

Under the scheme, Punjab’s allocation is 181,090 devices, Sindh’s 85,925 devices, Khyber Pakhtunkhwa’s 51,170 devices, Balochistan’s 31,815 devices, Islamabad Capital Territory’s (ICT) 100,000 devices, and Gilgit-Baltistan (GB) and Azad Jammu and Kashmir (AJK) 25,000 devices each. During the ongoing FY 2026-27, 200,000 devices will be distributed.

Briefly, a Chromebook is a budget-friendly laptop that runs on Google’s cloud-based ChromeOS operating system, designed primarily for web browsing, cloud storage and web-based applications. Unlike traditional laptops running Windows or macOS, a Chromebook heavily relies on internet connectivity and Google’s ecosystem, such as Google Docs and Drive, to handle most daily tasks.

Chromebooks have revolutionised modern education by bridging the gap between classroom learning and digital accessibility. They are particularly important for students because of their affordability, seamless collaboration, simplicity and speed, exceptional battery life, durability and portability. However, there are also key limitations for Chromebook users, such as heavy software restrictions, limited offline functionality and basic hardware performance. Chromebooks are not built for high-end gaming or intensive video editing, to say the least.

The fair and merit-based distribution of Chromebooks among talented and meritorious students under this new and innovative initiative will surely create a spirit of competitiveness among them, encouraging them to bring their potential and talent into full play, aim high and utilise this facility to venture into the realm of technological advancements and rapidly evolving scientific innovations, making positive and appreciable contributions towards the digitisation of Pakistan.
