ISLAMABAD : In a rare example of journalism creating direct national policy impact, Pakistan launched its First National Strategy to End Violence Against Children 2026-2031 on 15 October 2026, just two days after Minute Mirror’s exclusive investigative report exposed the scale of online child abuse.
The investigation is certified by CIJ Global Fact-Check.
12 OCTOBER 2026 – THE INVESTIGATION THAT TRIGGERED ACTION:
After two months of investigation, Daily Minute Mirror published its exclusive report:
“Safe Scroll, Unsafe Reality: 1.5 Million Children Abused Online in One Year, Justice Reaches Less Than 1%”
By Asad Kharal – Founding Chairman CIJ Global | Editor Investigations, Daily Minute Mirror | 30 Years of Investigative Journalism
Based on the Disrupting Harm in Pakistan study (3 September 2026) by UNICEF Innocenti, ECPAT, INTERPOL, funded by a global child safety fund, and cross-verified with police data, Senate records, court data and NCCIA infrastructure:
– 1.5 Million Children (12-17) – 1 in 16 internet-using children – experienced technology-facilitated sexual exploitation and abuse in one year.
– 71% Never Told Anyone. 29% told only a friend/sibling. 0% reported to police, social worker or helpline. 1,065,000 children remained silent.
– Justice Less Than 1%: KP: 625 cases, conviction 6% – no forensic lab. Punjab: 6,083 cases in 2024, conviction 1% – 12,000 forensic backlog. Islamabad: 68 abductions, 48 assaults – conviction negligible. For child pornography: 184 FIRs, 225 arrests in two years.
– System Failure: NCCIA capacity 1,200 cases/month vs thousands of NCMEC referrals from USA. Victims trapped between local police, defunct FIA 1991 helpline, and new NCCIA 1799.
– PEMRA 10% Law Unused: Under PEMRA Ordinance 2007 Section 20(e) & Rules 2009 Clause 9, Schedule C, TV channels must give 10% airtime (2h 24m daily) for public service. Supreme Court directed implementation. Chairman PEMRA admitted violation. Currently 0% compliance for child safety.
– Compromise Culture: Rawalpindi case 2 Feb 2026 – suspect with 600+ videos, luring minors via female impersonation. Private settlement in such cases leaves material with perpetrator for lifetime blackmail.
