GUJRANWALA :  Gujranwala Police have cited the alleged abduction and torture of a police constable as the reason for the raid on the residence of Hasnain Rafiq, according to details contained in a First Information Report (FIR) registered in the case.

The FIR identifies Constable Muqaddas Ali as the central figure in the incident. He is also the same police official whose alleged disappearance or death had recently become a matter of political controversy after the Khyber Pakhtunkhwa chief minister expressed suspicion regarding his death.

According to the FIR, Constable Muqaddas Ali was allegedly subjected to violence by PTI leader Ahmad Chatha, his wife, and 65 other nominated individuals, while 30 unidentified persons were also named in the case.

Alleged abduction and transfer to Garden Town

The FIR further alleges that following the alleged assault, the constable was abducted and taken to the residence of Hasnain Rafiq in Garden Town.

According to the police account recorded in the FIR, the constable’s clothes were allegedly torn during the incident and his official identification card was taken from him.

Police have also alleged that the group attempted to interfere with official duties and create a law-and-order situation in the area. The FIR states that roads were blocked, slogans were raised and an atmosphere of fear and insecurity was allegedly created among citizens.

The police further allege that the accused attempted to take official weapons or belongings from the constable and that his uniform or clothes were torn during the confrontation.

FIR registered under anti-terrorism and other provisions

According to a copy of the FIR obtained by Minute Mirror, the case has been registered under several provisions of the Pakistan Penal Code (PPC), along with Section 7 of the Anti-Terrorism Act, 1997.

The FIR is numbered 659/26 and was registered on September 16, 2026. The report was lodged at 10:29pm by Sub-Inspector Ali Husnain Bajwa of Police Lines.

The offences mentioned in the FIR include PPC Sections 382, 365, 353, 186, 341, 431, 148, 149, 188, 189 and 118, in addition to Section 7 of the Anti-Terrorism Act.

The cited provisions relate to allegations including theft after preparation for causing hurt, kidnapping or abduction with intent to secretly confine, assault or obstruction of public servants, wrongful restraint, rioting and unlawful assembly, disobedience of official orders and threats against public servants.

Police sources familiar with the investigation said the accused allegedly violated restrictions imposed under Section 144 by the district administration. They further alleged that the group obstructed public movement and official operations.

The application of anti-terrorism provisions has been linked by police to the alleged creation of fear, disruption of public order and blocking of major roads during the incident.

Background

The case comes against the backdrop of recent statements by the KP chief minister regarding Constable Muqaddas Ali, which had triggered political controversy.

The FIR records the police version of events and contains allegations that remain subject to investigation and legal proceedings. No finding of guilt has been established against the nominated accused at this stage.

Police officials said further investigation is underway and raids are being conducted to arrest the nominated suspects and recover the constable’s official identification card and other alleged belongings.
