ISLAMABAD: The federal government has transferred and appointed Muhammad Umair, a Grade-19 officer of the Pakistan Administrative Service (PAS), as Member (Implementation) of the Capital Development Authority (CDA), while also assigning him the additional responsibility of Member (Planning and Design).
According to a notification issued by the Establishment Division, Cabinet Secretariat, on October 13, 2026, Umair, who was previously serving as Member (Finance) in the CDA under the Interior and Narcotics Control Division, has been transferred to the post of Member (Implementation) on a deputation basis.
The appointment has been made under Section 6 of the Capital Development Authority Ordinance, 1960, on standard terms and conditions. The transfer and posting will take effect immediately and remain in force until further orders, according to the official notification.
In addition to his new assignment, Umair has been entrusted with the additional charge of Member (Planning and Design) at the CDA. The additional responsibility will remain with him for three months or until a regular officer is posted or appointed to the position, whichever occurs earlier.
The government’s decision places multiple responsibilities within the CDA under Umair, covering implementation-related matters as well as planning and design functions. His appointment comes as part of the federal government’s administrative arrangements for the authority, which oversees various development and planning activities in the federal capital.
The notification specifies that the officer’s deputation will be governed by the prescribed terms and conditions applicable to such appointments. It also clarifies the procedure to be followed upon completion of the deputation period.
According to the notification, once the prescribed deputation period expires, Umair will automatically stand relieved of his duties on the final day of the specified period. He will subsequently be required to report to the Establishment Division in accordance with the instructions outlined in the official document.
The notification was signed by Mahmood-ul-Hassan, Deputy Secretary to the Government of Pakistan, on behalf of the Establishment Division.
The latest administrative order formally changes Umair’s assignment within the CDA, shifting him from the finance portfolio to implementation while placing the planning and design portfolio under his additional charge for a specified period.
The arrangement regarding Member (Planning and Design) is temporary and will end once the three-month period concludes or a regular incumbent assumes the position, whichever happens first. The notification does not specify the name of a replacement or provide a separate timeline for the appointment of a permanent officer.
The federal government’s notification takes immediate effect, making Umair responsible for his new assignment as Member (Implementation) and the additional planning portfolio under the terms stated in the order.
The development reflects an administrative change within the Capital Development Authority, with the Establishment Division issuing formal directions regarding the officer’s transfer, deputation and additional responsibilities.
Further changes to the CDA’s administrative structure or the appointment of a regular Member (Planning and Design) would depend on subsequent decisions and official notifications by the competent authorities.
