NADRA centres face overcharging allegations in Karachi

Umrah pilgrims are reportedly being charged thousands of rupees above the official vaccination fees at NADRA facilitation centres in Karachi, raising concerns over alleged overcharging and exploitation of travellers preparing for their pilgrimage.

According to the available fee structure on the Pak Identity application, the fee for the influenza vaccination is Rs1,720, while the meningitis vaccination costs Rs2,785. The combined cost of the two vaccines therefore comes to Rs4,505.

However, Umrah pilgrims visiting NADRA facilitation centres in Karachi are reportedly being charged between Rs6,000 and Rs7,000 in total for the vaccination-related services. The additional amount has raised questions about the charges being collected from pilgrims at the centres.

Under the prescribed fee structure, facilitation centres are supposed to charge only Rs150 as a service fee in addition to the applicable vaccination charges. Despite this, long queues of Umrah pilgrims were reportedly observed at several facilitation centres, where applicants complained of being charged substantially higher amounts.

The vaccination requirements reportedly apply to Umrah pilgrims travelling through Karachi airport, with vaccinations including polio, meningitis, yellow fever and influenza being required under the relevant arrangements.

A major factor contributing to the situation is reportedly the limited familiarity of many Umrah pilgrims with modern smartphones and the Pak Identity application. Many pilgrims, particularly those who are not familiar with digital services, rely on facilitation centre staff or other intermediaries to complete the vaccination-related process.

As a result, pilgrims are reportedly being charged additional amounts for services they may otherwise be able to access through the official digital system. The lack of awareness about the official fee structure and digital procedures has allegedly created opportunities for some individuals to exploit pilgrims.

The situation has prompted concerns over the need for greater transparency at facilitation centres and better awareness among Umrah pilgrims regarding official vaccination fees and service charges.
