ISLAMABAD: Director General National Cyber Crime Investigation Agency (NCCIA) Syed Ali Nasir Rizvi has launched a comprehensive performance and institutional review drive aimed at improving the agency’s operational efficiency, strengthening digital systems and ensuring timely response to cybercrime complaints.

The DG chaired two important meetings on Tuesday, focusing on the agency’s operational performance, infrastructure development, complaint management, digital record-keeping, as well as regularization and welfare issues of Phase-III officers.

The first meeting was attended by Director Operations North Zone Irfan Ullah and Staff Officer Safia. During the session, the DG reviewed the overall performance of NCCIA and stressed the need for speedy and transparent delivery of justice to citizens affected by cybercrime.

Special attention was given to the completion of pending construction and infrastructure work at various NCCIA offices. The DG directed concerned officials to complete the work on a priority basis and ensure that newly established Cyber Crime Reporting Centers (CCRCs) across the country become fully operational without unnecessary delay.

According to officials familiar with the developments, several reporting centers in the North Zone are in the final stages of construction and installation of information technology equipment. The DG has directed officials to adhere to strict timelines for their operationalization.

The meeting also reviewed the Complaint Management System (CMS), with instructions to improve the handling of complaints involving online financial fraud, scams, blackmailing, sextortion, harassment, stalking and crimes committed through social media platforms.

The DG directed that complaints should be properly acknowledged, monitored and processed within the shortest possible time, while complainants should also receive appropriate updates regarding the progress of their cases.

Officials also discussed the modernization of the Criminal Record Management System (CRMS). Under the proposed digitalized mechanism, criminal records will be securely maintained at a centralized level, helping investigators identify repeat offenders, access relevant information and strengthen evidence-based investigations.

Another major decision concerned daily performance monitoring. The DG ordered regular daily performance reports from all Cyber Crime Reporting Centers and emphasized accountability at every level.

“Accountability of every officer will be ensured and no delay in the justice process will be tolerated,” the DG said, stressing that negligence in dealing with cybercrime complaints would not be accepted.

In the second meeting, DG NCCIA held discussions with Phase-III officers regarding their regularization, service structure, allowances, career progression and other welfare-related matters. The officers, inducted from departments including Islamabad Police and FIA on deputation, presented their concerns before the DG.

Rizvi assured the officers that their legitimate concerns would be examined and addressed in accordance with applicable rules and Establishment Division policies.

Officials said the agency is currently dealing with a significant workload and staff shortage, with operations being managed through a combination of deputationists and regular personnel. Fresh recruitment through the Federal Public Service Commission (FPSC) is expected to strengthen the agency’s workforce.

The meetings reflect the NCCIA leadership’s focus on operational efficiency, digital modernization, staff welfare and accountability as the agency continues to expand its role in dealing with cybercrime complaints across Pakistan.
