Senate questions nearly 40-person crowd around murder accused

Concerns over the safety of witnesses and the family of a murder victim have come under discussion in the Senate after reports that the accused has been appearing in court accompanied by a large group of people including armed individuals.

ISLAMABAD: Concerns over the safety of witnesses and the family of a murder victim have come under discussion in the Senate after reports that the accused has been appearing in court accompanied by a large group of people including armed individuals.

The issue was raised during a meeting of the Senate Functional Committee on Human Rights chaired by Senator Samina Mumtaz Zehri. Lawmakers sought an explanation from police officials about reports that nearly 40 people had been accompanying the accused during court appearances.

Committee members questioned whether the individuals travelling with the accused were being properly screened and whether authorities had checked their backgrounds to determine if any had criminal records or were carrying weapons illegally.

Police representatives explained that security arrangements within court premises are governed by established procedures. They said the complaint would be brought to the attention of the DIG Operations Lahore who could examine the identities and backgrounds of those accompanying the accused.

The response did not fully satisfy committee members, who questioned why authorities would wait for a formal complaint when the repeated appearance of such a large group could potentially create pressure or fear around a murder trial.

Ahmad Javed’s father, who appeared before the committee said his son had been killed and expressed serious apprehension about the conduct and resources of the opposing side.

He alleged that the accused had previously been seen travelling with a sizeable group and armed guards. According to him, he had approached Islampura Police Station around six months ago and submitted an application along with videos and other evidence but said the complaint did not lead to the registration of a case.

The victim’s father also told lawmakers that the accused had secured pre-arrest bail, adding that he was worried about the possible influence of the accused and his associates on the proceedings.

He requested greater security for his family and said the evidence already provided to senior police officers should be examined properly. He also sought closer surveillance of the people surrounding the accused.

The committee stressed that families involved in serious criminal cases should not have to repeatedly approach authorities to seek basic protection. Senator Samina Mumtaz Zehri questioned whether police could adopt preventive measures where circumstances suggested a potential threat to witnesses or complainants.

Officials informed the committee that the Lahore DIG Investigation had been designated as a focal person and that police remained in communication with the complainant.

Lawmakers also sought information about the Counter Crime Department and asked what measures were being taken against individuals suspected of carrying weapons while accompanying the accused.

Officials clarified that carrying a weapon requires lawful authorisation or a valid licence and that weapons cannot be displayed publicly in violation of the law.

The discussion subsequently broadened to concerns about delays in criminal investigations and coordination between police, investigators and prosecutors.

Ahmad Javed’s father proposed that a Joint Investigation Team or another independent investigative arrangement be considered to ensure greater transparency in the case. He also mentioned proceedings before the Supreme Court relating to the accused’s bail and urged authorities to ensure that the murder trial proceeds without unnecessary delay.

At the conclusion of the meeting, the committee directed officials to present the victim’s family at the next session and provide detailed information about the investigation, security arrangements and the people reportedly accompanying the accused.

The committee will revisit the matter after receiving the requested information.
