- Loss: Rs 1bn proven + Rs 900m fuel fraud + Rs 227m ghost employees + Rs 156m ghost containers/enclosures + Rs 66.5m PESSI + Rs 7bn chain blocked + Rs 12.64bn unrecovered in Lahore = Rs 4-5bn fraud + Rs 12bn trust deficit loss.
Punjab’s flagship cleanliness program Suthra Punjab, launched in December 2024 to clean 25,000 villages and 146 tehsils with 180,000 workers and 40,000 vehicles handling 55,000 tons of waste daily, is facing its biggest purge.
Chief Minister Maryam Nawaz Sharif has ordered a province-wide crackdown after reports of ghost employees, bogus billing and contractor strikes.
KEY ACTIONS TAKEN:
In a high-level meeting chaired by CM Maryam Nawaz on September 29, 2026:
– Managing Directors of Kasur, Faisalabad and Okara removed immediately over poor sanitation. CM directive: Officers removed for poor performance will not get any other posting for 3 years.
– KPIs introduced for all MDs, FMOs and TMOs. New SOP: MD WASA to spend 2 hours daily in field, TMO/FMO to visit 5 Union Councils daily, body cameras mandatory for field monitoring officers.
– DCs ordered to conduct daily monitoring of FMOs and establish dedicated monitoring section.
– Anti-littering squads activated: 77,137 inspections province-wide, 9,353 warnings, 19 challans. In Lahore alone 53,186 inspections, 11,261 e-challan warnings in 200 commercial markets and 2,156 digital challans via Safe City cameras. 37,852 bins installed. 676,551 complaints received, 99% claimed resolved.
SUSPENSIONS:
– September 24, Faisalabad: SPA MD Abid Hussain Bhatti suspended 6 employees of Suthra Punjab Agency and FDA including Assistant Transport Officer Ijaz Ahmed, Fuel Dispensers Ghulam Murtaza and Muhammad Irfan, and referred cases to Anti-Corruption Establishment. Bhatti said zero-tolerance policy on corruption.
– October 05, Sialkot: DC Awais Mushtaq terminated FMO Sialkot on spot during surprise raids in Harrar, Bherth, Bhoth, Sambrial, and suspended 2 FMOs.

Recoveries: Rs 400-500 million including DHA plot Rs 120m, luxury vehicles. Contractor Rai Qamaruzaman disclosed Rs 80m cash. 8 arrested, investigations expanded to Multan, Layyah, DG Khan, Muzaffargarh.
WHY 21 TEHSIL CONTRACTS CANCELLED:
On October 6, SPA terminated Daewoo Waste Management Company in 21 tehsils including all tehsils of Muzaffargarh, Rajanpur, DG Khan Division and handed over to District Administrations.
7 Reasons:
1. Non-payment of Rs 3 billion to sub-contractors providing machinery
2. Non-payment of Rs 2.5 billion dues to workers for 6 months, 11,780 workers unpaid in Multan
3. Bogus billing and Rs 1bn scam detected via live dashboard
4. Poor performance despite 99% resolution claim, heaps in Rajanpur, Mailsi, Taxila
5. Rs 1.5 billion bounced cheques issued to contractors
6. Technical breach – removal of machinery from field
7. ACE cases – cannot continue with companies under investigation
Contractors Association President Nasrullah Tareen said: “We have not been paid Rs 2.5bn for 6 months, Rs 1.5bn cheques bounced, facing severe financial difficulties. Work will not resume until cleared.” General Secretary Soheil Soharani confirmed Rs 3bn unpaid by Daewoo.

KOORA TAX – PUBLIC RESPONSE:
From July 1, 2026, Excise & Taxation collecting garbage tax. Urban: Rs 300 (up to 5 marla) to Rs 5,000 (above 40 marla), commercial Rs 500-3,000. Bills for July-Sept issued in October, NOC for property sale linked to tax clearance. Target Rs 40bn garbage tax + Rs 42bn property tax = Rs 82bn from 5m properties.
Recovery failure: In Lahore Jan-Aug, 5.19m bills worth Rs 13bn issued, only 275,000 paid = Rs 360m = 2.7% recovery. Umer Chaudhry, SPA communications, confirmed low recovery.
Public negative: “Tax before service. 10 days garbage not collected in Rajanpur, but bill Rs 1,000 coming.” Positive in Lahore Model Town: “If daily collection happens, Rs 300 is justified.”
STATEMENTS:
CM Maryam Nawaz Sharif: “Clean Punjab is foundation for healthy, prosperous future. Suthra Punjab is world’s largest project, covering 25,000 villages. Cleanliness is half of faith. Ensuring cleanliness is government’s duty, maintaining is citizens’ duty. Making Punjab clean & green is top priority. Monitoring via Safe City cameras. Corruption will not be tolerated.” Set 15-day target for door-to-door improvement, announced Rs 10,000 bonus for workers on Eid.
Senior Minister Maryam Aurangzeb: “Suthra Punjab is world’s largest cleanliness programme, 130 million benefitting. When we took over, no proper system existed. Now teams clean homes, streets daily, changed look of province. Government fulfils its responsibility, citizens must play their part. Programme became top trend on social media during Eid, 41,000 contacted helpline. Next step Waste to Energy and 100,000 jobs already created. No compromise on transparency.”
Punjab Information Minister Azma Bokhari: “Corruption in Faisalabad timely detected through modern live dashboard, case immediately referred to anti-corruption. CM personally initiated accountability and dispatched special audit team.”
MODUS OPERANDI, LOSS, WAY FORWARD:
The fraud was a 10-step model: ghost employees, ghost containers/enclosures/dumping points, machinery downgrading, GPS swapping, weight manipulation, fuel collusion, bounced cheque rotation, PESSI default, dashboard manipulation.
Loss: Rs 1bn proven + Rs 900m fuel fraud + Rs 227m ghost employees + Rs 156m ghost containers/enclosures + Rs 66.5m PESSI + Rs 7bn chain blocked + Rs 12.64bn unrecovered in Lahore = Rs 4-5bn fraud + Rs 12bn trust deficit loss.
Way Forward recommended: Direct salary transfer via Raast bypassing contractors, biometric attendance with body cams, third-party audit of all 180,000 workers with CNICs public, fuel-GPS-weighbridge integration, Koora tax moratorium in 21 tehsils, PESSI registration in 30 days, public body cam footage on app, waste-to-energy plants, independent ombudsman, performance-based posting ban for 3 years.
