63 Sindh sub-registrars decline grade-17 promotion, face 4-year bar

ISLAMABAD: In an unusual development within the Sindh Revenue Department, 63 Sub-Registrars serving in BS-15 have declined promotion to the gazetted post of Inspector of Registration in BS-17.

The Board of Revenue, Sindh accepted their requests to withdraw from consideration for promotion through an order issued on August 25, 2026.

The decision followed recommendations of the Departmental Promotion Committee, which met on May 6, 2026, and was approved by the competent authority, the Incharge Minister for Revenue, Sindh.

The official order includes the names of all 63 Sub-Registrars who opted out of the promotion process. The employees belong to different areas of Sindh and had been recommended for elevation to the Registration Wing.

However, their decision to decline promotion comes with a significant career consequence. Under Rule 7(4) of the Sindh Civil Servants (Appointment, Promotion and Transfer) Rules, 1974, the officials will not be considered for the same promotion for four years from the date of issuance of the order.

The notification does not specify the reasons behind the mass refusal. Officials familiar with departmental affairs said such decisions can sometimes be associated with posting preferences, seniority-related concerns or personal circumstances, although no specific reason has been officially cited in this case.

The order has been circulated among relevant authorities, including the Member (RS&EP) of the Board of Revenue, the Inspector General of Registration, Sindh, and other concerned officials.

The development has drawn attention because promotion from BS-15 to BS-17 represents a substantial advancement into the gazetted officer cadre, making the collective decision of 63 officials to decline the opportunity an unusual occurrence in the provincial revenue administration.
