_OPERATION FAKE DEGREE: 1,211 Degrees Fake – 70 Merit Youth Crushed – Who Will Pay Rs 20 Million Bill? Students Demand China & Saudi Formula_

This is not just news of 27 fake degrees, this is the story of murder of future of around 70 youth who spent 14 to 16 precious years of their life in libraries, parents spent heavy, huge fees, hostel, transport and millions of rupees on books, woke up at nights and obtained degrees with distinction marks, saw golden dreams of future, but the shortcut-takers, fraudsters, in collusion with system, washed away their dreams.

These are the around 70 deserving candidates who had applied for those posts in Dow University on which now 27 fake degree holders have been found sitting.

_Statement of Affected Students & Parents — Which No One Heard at That Time_

Talking to Minute Mirror, several deserving candidates and their parents said:

> “We had made noise during the recruitment process itself, gave applications, said that these degrees are suspicious, there is messing in merit list, but no one listened to us. We were told to remain silent. Today PAC report has confirmed our words.”

A mother said while crying, “My daughter obtained 88% marks in BSc Nursing, studied for 16 years, but the job was given to one whose nursing diploma itself turned out to be fake.”

Now the question is: _Should now those 70 deserving candidates get those jobs according to merit or will again as per tradition, the same recommendee, political and fake degree-based recruitment process continue in place of those 27?_

_Actual Figures — Which Were Presented in PAC_

– _Total Employees:_ 5,350
– _Verified:_ 1,945 (36%)
– _Terminated on Fake:_ 27
– _Verification Remaining:_ 3,405 (64%)

That is, two-thirds staff even today is working directly with patients and students without verification.

_Financial Proof:_

Statement of Director Finance Zain-ul-Abideen Shah in PAC:
> “The verification process was outsourced to HRSG on a contract of Rs 7.36 million.”

_Per degree cost Rs 3,784, but work only 36%._

_Loss in Salaries:_

If 27 fake employees were given salary of 60 thousand per month for 3 years then _Rs 5.83 Crore_, for 5 years then _Rs 9.72 Crore_ has been taken out from national exchequer, for which now order of recovery has been given.

_This is Not First Case — Pakistan Has Already Been Defamed_

This is the same mafia which does not want that easy solution of verification of degrees — _immediate and free verification through QR code_ — be implemented. Because if QR code is installed, then business of buying and selling of degrees will be closed.

Remember:

1. _Issue of fake degrees of lawyers in Sindh_ has not yet subsided.
2. On statement of _fake degrees / licenses of PIA pilots_, whole world imposed ban on Pakistani flights, PIA suffered billions of loss.
3. On _Axact fake degree scandal_, Pakistan was defamed worldwide, due to which even today original degrees of Pakistani students abroad are seen with suspicion.
4. System of _fake attestation of Foreign Office_ was also because of this mafia, which has now been corrected after taking action on news of Minute Mirror.

This all is one chain — make fake degree, get fake attestation, get job, and eat right of merit holder.

_A Very Easy Solution — But Mafia Does Not Want_

Solution is very easy:

_QR code be made mandatory on degrees of all universities._ HEC is already putting QR on degrees, but what about old degrees and degrees of non-teaching staff?

– Scan QR code, verification in 2 seconds on HEC website.
– No expense, no contract of 7.3 million to HRSG, no backlog of 3,405.

But this mafia does not want this, because through this, bidding of buying and selling of degrees and jobs is done.

_Demand from Prime Minister, Interior, FIA, NAB, HEC_

Affected students, parents and civil society have demanded:

_1. Prime Minister of Pakistan should take immediate notice_ and get verification of remaining 3,405 done from HEC in 30 days.
_2. Ministry of Interior and FIA:_ Should register case against printing press making fake degrees, boards verifying and those doing collusion inside university.
_3. NAB:_ Should investigate corruption in contract of 7.36 million and salaries of 6 to 10 Crores.
_4. HEC Pakistan:_ Should make QR code mandatory on degrees of all universities and make list of remaining 3,405 public.
_5. Dow University:_ Should immediately recruit those same 70 merit candidates who had applied earlier on 27 vacant posts after interview, not new recommendee recruitments.

_Last Question — Will History Be Repeated?_

Will now these deserving candidates get justice or in their place again the same recommendee, political and recruitment process on basis of fake degrees will continue?

If even now verification of 3,405 is not done then tomorrow not 27 more, 47 more fake will come out. And if a patient dies at hands of a fake nurse then who will be responsible?

The biggest question which affected students have raised is that when 27 imposters have been caught then why more money from national exchequer should be spent on verification?

– Further cost on same rate for remaining 3,405 verifications: _Approximately Rs 12.8 Million to 15 Million_

Demand of affected candidates and parents is:

> “This 7.3 million and further 1.5 crore should not be from national exchequer, but should be recovered from those 27 imposters and their facilitators. From Rs 6 to 10 Crore they have taken as salaries, cost of verification should also be taken out from same.”

_Their categorical stance:_

1. _Recovery of 7.36 Million:_ Contract given to HRSG failed, 36% work done, therefore fine should be recovered from this company and remaining amount should be completed from confiscated salaries of those same 27 employees.
2. _Burden of further 1.5 Crore not on public:_ Expense of verification of remaining 3,405 should not be from government budget, but should be taken out from recovered amount from imposters and from pocket of those officers who made recruitments without verification.
3. _QR Code = Zero Cost:_ If QR code system of HEC gives free and immediate verification then what was need to give contract of 7.3 million and 1.5 crore? This contract itself indicates corruption.

PAC Chairman Nisar Khuhro has also ordered that _”All salaries should be taken back”_ — under same order now demand is that cost of verification should also be recovered from them, not by giving one more contract and putting further burden on national exchequer.

_This is the point which makes this news from ordinary corruption news to news of murder of merit — punishment to imposter, job to deserving, and expense also from pocket of imposter._

_Shah Abdul Latif University Scandal — 1,184 LLB Degrees Cancelled_

This is the largest fake degree scandal in history of Pakistan’s legal education.

_Official Notification:_ No. ADMN/SALU/KHP/2571 Dated _October 16, 2026_ issued By Order of Competent Authority and signed by Registrar, SALU Khairpur.

_Details – Latest Confirmed from University Website & Bar Councils (October 18-20, 2026):_
– Total Suspicious Records: _1,248_
– Declared Fake and Cancelled: _1,184_
– Declared Genuine: _64_
– 3-Year LLB (Passing Years 2016, 2017, 2018): _658_
– 5-Year LLB (Batch 2017): _526_

_How Inquiry Was Done?_

On resolutions of 92nd Syndicate Meeting held on 11 April 2026, Inquiry Committee was formed under chairmanship of VC Prof. Dr. Yousuf Khushk. Committee checked attendance registers, fee record, bank statements of university and affiliated law colleges (Jacobabad, Kandhkot, Kashmore, ABD Law College Sukkur etc).

_Text of Notification:_

> “Accordingly, the academic records of the 1184 candidates are hereby declared invalid, and not forming part of the lawful academic record of Shah Abdul Latif University, Khairpur. Any examination result, transcript, provisional certificate, degree certificate is hereby declared invalid, void ab initio, and shall not be recognized as a document lawfully issued by Shah Abdul Latif University, Khairpur.”

University has sent this list to HEC, Pakistan Bar Council and all Provincial Bar Councils. Punjab Bar Council has already started cancellation proceedings of more than 1,200 lawyers’ degrees and 8 officials including Allah Rakho suspended, FIR registered against 128 persons.

_A Published Letter Said:_

> “These degrees are sold like hot cakes in exchange for handsome money — a racket that cannot operate without insider facilitation.”

_PART 4: CHINA FORMULA + SAUDI FORMULA DEMAND – AFFECTED STUDENTS & PARENTS_

Affected students, female students and their parents demand that China Formula or Saudi Formula needs to be applied.

_What is China Formula?_
In China, death penalty for corruption above 3 Million Yuan ($463,000). In 2024-2025, Bai Tianhui (1.108 Billion Yuan bribe – USD 157 Million) was executed in Tianjin after approval of Supreme People’s Court. All property confiscated. In history, China also used to charge _bullet fee_ from family of executed. Demand: Same as China charges bullet money from corrupt, here also cost of Rs 7.3 Million and 1.5 Crore verification should be recovered from 27 imposters and their officers, not from government.

_What is Saudi Formula?_
In Saudi Arabia, in Ritz-Carlton model, looted wealth was recovered from corrupt princes and officials, billions of dollars deposited in national treasury. Demand: Like Saudi Arabia, salaries of 6-10 Crores, 7.3 Million from HRSG, and crores of admission fees from affiliated law colleges should be recovered and same money should be used to give jobs to 70 merit youth.

_Waseem Akhtar (Former Mayor Karachi) Emotional Statement:_
In 2020 press conference, cried that he has no powers, all system is with Sindh Government. Today both Dow and SALU cases are product of same system — where Mayor cannot get cleaning done, VC cannot stop fake degrees. He said he was abused and ridiculed for initiative to clean city.

_Sindh System, Corruption, Nepotism:_

This is the same Sindh System where 250,000 jobs given without Karachi share, fake domiciles used. Public funds siphoned off and invested abroad instead of development. This system protects fake degree mafia.

_Fake Lawyers in Courts — Question Mark on Fate of Cases:_

Most dangerous aspect: If 1,184 fake LLB holders were appearing in courts then:

1. Thousands of cases fought by them — divorce, property, murder, bails — will they be void ab initio?
2. Litigants who paid lakhs as fees, who will give them justice?
3. Will Bar Councils take back crores earned from their practice?

Punjab Bar Council is already considering cancellation of 1,200+ licenses. If fake lawyer argued a case, what is fate of that judgement?

_Conclusion:_ This is not just case of degree, it is case of murder of merit, life of patients and system of justice. Fake nurse and technician in Dow, and fake lawyer in court — both put life of common man in danger. If even now punishment remains only termination and expense of 7.3 Million + 1.5 Crore is borne by public, then tomorrow this mafia will sell not 1,211 but 12,000 fake degrees.
