CDA speeds up diplomatic enclave upgrade to bring area in line with international standards

ISLAMABAD: The Capital Development Authority (CDA) has accelerated development and renovation work in Islamabad’s Diplomatic Enclave, with the objective of transforming the area into a modern, secure, environmentally attractive and internationally comparable diplomatic zone, Minute Mirror has learnt.

According to official details and documents reviewed by Minute Mirror, the comprehensive upgradation plan focuses on improving infrastructure, security arrangements, landscaping and public facilities within the enclave. The project includes rehabilitation of roads and footpaths, installation of modern lighting, improvement of security installations, architectural enhancements and development of more organized public spaces.

Sources familiar with the development said the CDA Chairman has directed the Special Projects Directorate to expedite work on the construction of a new boundary wall and strengthening of security infrastructure throughout the area.

Several components of the project are reportedly being undertaken simultaneously.

Under the security component, existing entry and exit points, security gates and check posts are being upgraded. Additional fencing, protective grills and razor wire are also being installed at strategic locations along the perimeter to further strengthen access control.

The infrastructure component includes rehabilitation and improvement of roads, footpaths and other civil works. Architectural cladding and designated waiting areas are also being developed to provide a more organized and presentable environment for diplomats, visitors and official delegations.

Modern LED and security lighting is being installed at various locations to improve visibility, safety and the overall appearance of the enclave, particularly during nighttime hours.

A major emphasis has also been placed on landscaping and environmental improvement. The plan includes additional tree plantation, rehabilitation of green belts and medians, horticultural improvements and beautification measures aimed at reinforcing Islamabad’s reputation as a green capital.

Sources said the initiative is being pursued in line with the vision of Federal Interior Minister Syed Mohsin Raza Naqvi, with coordination among the CDA, Islamabad Police and relevant diplomatic security agencies.

The Diplomatic Enclave is home to more than 60 embassies, high commissions and international organizations, making its security and infrastructure a matter of national importance.

Following recent security assessments, Islamabad Police had recommended stronger access controls, improved surveillance and reinforced perimeter security around the enclave.

A senior security official, speaking on condition of anonymity, said the upgraded gates, strengthened check posts and new boundary wall are intended to bring the area closer to the standards maintained by prominent international diplomatic zones.

The upgraded security arrangements are also expected to be integrated with Islamabad’s Safe City surveillance system, while dedicated pedestrian pathways are planned to facilitate diplomats, visitors and official delegations.

CDA officials believe the project forms part of a broader effort to establish Islamabad as a safe, modern and professionally managed capital city.

Once completed, the upgraded Diplomatic Enclave is expected to provide a safer and more aesthetically appealing environment for diplomats, foreign delegations, investors and international visitors.

Sources said the diplomatic community has generally welcomed the initiative, particularly the proposed improvements in security, roads, landscaping, lighting and pedestrian facilities.

Officials maintained that the combined focus on security, infrastructure, horticulture and beautification would not only improve the functionality of the enclave but also help project a more modern, dignified and positive image of Pakistan to the international diplomatic community.
