DC Gujranwala orders inquiry against 5 illegal “Touts” in Naushahra Virkan Tehsil Office

LAHORE: Deputy Commissioner Gujranwala Naveed Ahmad has ordered a formal inquiry against five unauthorized private individuals allegedly carrying out registry-related activities illegally and collecting money from the public at the Naushahra Virkan Tehsil Office.

According to an official order issued in this regard, the Additional Deputy Commissioner (Revenue), Gujranwala has been directed to conduct a thorough investigation and submit a fact-based report to the Deputy Commissioner within three days.

According to Deputy Commissioner’s letter No. DC/EA/2026/93304 dated September 1, 2026, the matter came to light during a confidential field verification. Following this, an investigation was ordered into the role, presence, authority and alleged illegal collection of money from the public by the five individuals.

Inquiry against five individuals

According to the official order, the individuals facing the inquiry are Hafiz Umar, Bilal Butt, Shehryar Akbar, Faisal and Waheed. The order identifies allegations against Hafiz Umar and Bilal Butt regarding allegedly facilitating the obtaining of signatures and thumb impressions and collecting money from members of the public.

Meanwhile, the involvement of Shehryar Akbar, Faisal and Waheed in registry-related activities as private individuals will also be investigated.

Verification of records, authority and illegal collections

The Deputy Commissioner has directed the inquiry officer to thoroughly verify the presence of the individuals at the Tehsil Office, the work they were performing whether they had any legal permission or authority, their access to or connection with official records and allegations that they collected illegal payments from the public.

The report will also determine whether the allegations are substantiated and whether further legal or departmental action is required.

Role of Tehsildar also to be examined

According to the official order, if the allegations are proven, the matter concerning the relevant Tehsildar-cum-Sub-Registrar will also be examined for possible action under the Punjab Employees Efficiency, Discipline and Accountability Act, 2006 or for referral to the Anti-Corruption Establishment.

The move indicates that the administration intends not only to take action against allegedly unauthorized individuals but also against government officials if negligence or collusion is found.

Senior officials also informed

Copies of the inquiry order have also been sent to the Senior Member Board of Revenue Punjab, Commissioner Gujranwala Division and Assistant Commissioner Nowshera Virkan.

According to administrative sources, the action against unauthorized individuals interfering in registry, mutation and other revenue-related matters at tehsil offices aims to ensure transparency in the government system and protect citizens from additional or illegal payments.

The extent to which the allegations against the nominated individuals are proven and whether further legal action is required will be determined after the inquiry report is submitted.
