The federal capital was shaken after the body of a 22-year-old Gold Medalist of International Islamic University Islamabad (IIUI) was found hanging from a tree in the jurisdiction of Ramna Police Station – an incident that has exposed the deadly nexus of unregulated education consultants, visa fraud, and the desperate exodus of Pakistan’s brightest youth.
Police have identified the deceased as *Laiba Ijaz, daughter of Muhammad Ijaz, aged 22, unmarried, resident of Flat No. 8, Gulistan Plaza, G-10 Markaz, Islamabad*, BS Gold Medalist.
*THE RECOVERY:*
According to police and rescue sources, the body was found hanging in the green belt near the old Traffic Police checkpost, close to Sunday Bazaar in G-10.
Eyewitnesses told police the body was spotted by passersby. On receiving information at 1122, Ramna Police reached the spot, cordoned off the area, collected evidence and shifted the body to PIMS for medico-legal formalities.
“She left her house at around 2:00 PM,” a police official told Minute Mirror.
*VICTIM FAMILY – “We Sold Everything For Her Dream”:*
Speaking to Minute Mirror, a devastated family member said:
> “Laiba’s father sells milk on a motorcycle. We live in a rented flat. He sold his only plot for Rs. 21 lakh in cash and mortgaged her mother’s jewelry in a bank to pay the consultant who demanded Rs. 70 lakh for US university admission and visa. When she verified the documents, all were fake. She kept saying ‘Abba ka sara paisa doob gaya, meri wajah se’.”
Family sources allege they paid Rs. 21 lakh in cash initially to a consultant operating from G-10/Blue Area. Police sources separately quote Rs. 50 lakh allegedly paid to an agent named *Noman*. The exact financial trail is under verification.
Mother was inconsolable: “My daughter was our pride. She was Hafiz of books, now we have lost her.”

SHO Ramna Police Station told Minute Mirror:

*DOCTORS / POSTMORTEM / MLC / AUTOPSY:*
Medico-Legal Officer at PIMS Hospital said body was brought for MLC and autopsy under Section 174 CrPC.
> “External examination shows ligature mark consistent with hanging. No apparent marks of torture or struggle. Final cause of death reserved till histopathology and chemical examiner report. Time of death 2-4 hours before recovery.”
Viscera samples sent to PFSA Lahore for toxicology.
*FORENSIC / PFSA / NCCIA / MOBILE DATA:*
Crime scene unit collected dupatta / material used, fingerprints. Mobile phone recovered has been sent to NCCIA for data extraction – WhatsApp chats with agent, Google searches. Laptop to be forensically examined for admission portal verification.
*UNIVERSITY ADMINISTRATION – IIUI Stance:*
IIUI spokesperson confirmed Laiba was BS Gold Medalist, Session 2022-2026.
> “We are shocked. She was a brilliant, disciplined student. We have constituted a student welfare committee to counsel students.”
*FELLOW STUDENTS:*
Her class fellow: “Laiba topped our department. She wanted to do Masters from US. She told us 15 days ago she got admission. Two days ago she was crying in library saying ‘documents fake nikle’.”
*FIA STANCE:*
FIA Islamabad Zone official:
> “This is a classic case of student visa fraud under Sections 420/468/471 PPC. We receive 300+ complaints monthly. 90% consultants in G-10, Blue Area, Rawalpindi Saddar are unregistered. Only 1,250 consultants are licensed out of estimated 8,000.”
*PM OFFICE / INTERIOR MINISTRY:*
Interior Minister took notice. PM directed FIA to launch National Portal for Verified Foreign Education Consultants. Interior Ministry ordered audit of all consultants in Islamabad within 7 days.
*HUMAN RIGHTS / CIVIL SOCIETY:*
HRCP: “Laiba is not suicide, it is institutional murder. When a milk-seller father has to sell his plot for daughter’s future, it shows state has failed.”
*PSYCHOLOGIST / PSYCHIATRIST:*
Dr. Mowadat Rana, Consultant Psychiatrist, PIMS:
> “Gold medalists are perfectionists. Guilt of losing parents’ lifetime earnings creates acute depressive episode, sense of worthlessness, and impulsive suicide. Our youth helpline 1166 receives 200 calls daily about study abroad fraud depression.”
*BOTTOM LINE:*
A Gold Medalist who should have been in a US lab is in PIMS morgue because a fake consultant sold her a fake American dream for Rs. 21-50 lakh. Police say suicide, family says fraud-led murder.
*SOLUTION / WAY FORWARD:*
1. Immediate FIR under 420, 468, 306 PPC against agent Noman.
2. Mandatory FIA licensing board outside every consultant office with QR code.
3. IIUI and HEC to launch free verification desk.
4. Punitive fine of Rs. 10 million for unlicensed consultants.
5. Psychological counseling cells in all universities.
Until the state regulates the Rs. 200 billion foreign consultancy mafia, Laibas will continue to die – not because they failed, but because the system failed them.
