The federal government has directed ministries and divisions to compile and submit details of civil servants’ declarations concerning foreign nationality, travel documents and the citizenship status of their dependants.
An official notification issued by the Establishment Division on October 21 instructed departments to provide consolidated information about officers under their administrative control.
The directive follows the introduction of the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026. Under these rules, civil servants are required to declare their own and their dependants’ nationality status within 90 days of the rules’ publication in the official gazette.
Rule 3(3) requires officers to disclose whether they hold the nationality of another country, possess foreign travel documents or are married to a foreign national. They must also provide relevant information about the nationality and travel-document status of their dependants.
The Establishment Division warned that failing to submit the required declaration or providing incorrect information would constitute misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020, in accordance with Rule 3(4) of the 2026 regulations.
Ministries and divisions have been instructed to submit the information in a prescribed format. The details must include each officer’s name, designation, basic pay scale and confirmation of whether the required declaration has been filed. Departments must also provide information about the foreign nationality and travel-document status of officers and their dependants.
The exercise excludes officers belonging to the Pakistan Administrative Service, Police Service of Pakistan, Secretariat Group and Office Management Group.
Earlier this month, the government moved to enforce the foreign citizenship disclosure requirements and instructed civil servants to provide details of foreign citizenship, travel documents and marriages to foreign nationals within a one-week deadline through a separate office memorandum.
