*DG FIA Dr. Usman Anwar*, while sharing report from FIA field formations talking to Minute Mirror, said:
> “This is not a visa fraud actually, it was wrong admission papers. Contact has been established with uncle of the deceased girl Laiba. He is a lawyer by profession and he said that a man named Hamad met his niece in Blue Area and told her that he does consultancy and is also an employee at Supreme Court and has been promoted as Registrar and can help her get admission anywhere in world and he had contacts in USA too.”
According to FIA officials, the accused had an accomplice woman who used to pretend as his source living in USA. He did not have any office. He used to collect money from the deceased father’s milk shop in G-10.
*FAKE HARVARD LETTER – TRIGGER POINT:*
After getting the desired amount, the fraudster printed for her a fake admission letter from *Harvard University*, which was rejected by the US Embassy in Islamabad during her visa interview, which led to this episode.
DG FIA said: “It’s a case of fraud by a fraudster who pretended to be a Supreme Court employee and was not any consultant. On my directions, Director FIA Islamabad Zone has reached the house of the deceased along with his team to help the family maximum. All resources including NCCIA and local police shall be used to trace and apprehend the culprit fraudster.”
*THE INCIDENT:*
The federal capital was shaken after the body of 22-year-old Gold Medalist of International Islamic University Islamabad (IIUI) Laiba Ijaz, daughter of Muhammad Ijaz, resident of Flat No. 8, Gulistan Plaza, G-10 Markaz, was found hanging from a tree in the green belt near old Traffic Police checkpost, close to Sunday Bazaar in G-10, in jurisdiction of Ramna Police Station.
Rescue 1122 and Ramna Police shifted the body to PIMS for medico-legal formalities. Police said she left house at around 2:00 PM.
*FAMILY – “We Sold Everything”:*
Family told Minute Mirror: “Laiba’s father sells milk on a motorcycle. We live in a rented flat. He sold his only plot for Rs. 21 lakh in cash and mortgaged her mother’s jewelry to pay.”
The exact financial trail – Rs. 21 lakh initial cash to Rs. 50 lakh quoted earlier and Rs. 70 lakh demand – is under FIA verification. Earlier version mentioning consultant from G-10/Blue Area and agent Noman is now superseded by FIA’s identification of accused as Hamad.
*ISLAMABAD POLICE:*
SHO Ramna: “Prima facie it appears to be suicide, but no final conclusion can be drawn until post-mortem, PFSA forensic and NCCIA digital analysis. We are investigating from all angles – financial fraud, abetment to suicide, and personal factors.”
Two teams formed: financial trail of Hamad, and technical analysis of mobile/laptop/CDRs.
*MEDICAL / FORENSIC:*
MLO PIMS: “External examination shows ligature mark consistent with hanging. No apparent marks of torture or struggle. Final cause of death reserved till histopathology and chemical examiner report. Time of death 2-4 hours before recovery.”
Viscera sent to PFSA Lahore. Crime scene material and mobile sent to NCCIA for WhatsApp chats with accused.
*IIUI STANCE:*
IIUI confirmed Laiba was BS Gold Medalist Session 2022-2026: “Shocked. She was brilliant, disciplined student. Student welfare committee constituted.”
Class fellow: “She topped our department. She told us 15 days ago she got admission. Two days ago she was crying in library saying documents fake nikle.”
*WIDER FIA DATA:*
FIA Islamabad Zone official earlier said: “We receive 300+ complaints monthly. 90% consultants in G-10, Blue Area, Rawalpindi Saddar are unregistered. Only 1,250 consultants are licensed out of estimated 8,000.” But DG clarified this case is individual impersonation, not part of consultancy mafia.
*INTERIOR MINISTRY / PM OFFICE:*
Interior Minister took notice. PM directed FIA to launch National Portal for Verified Foreign Education Consultants. Interior Ministry ordered audit of all consultants in Islamabad within 7 days.
*PSYCHOLOGIST:*
Dr. Mowadat Rana, PIMS: “Gold medalists are perfectionists. Guilt of losing parents’ lifetime earnings creates acute depressive episode and sense of worthlessness. Youth helpline 1166 receives 200 calls daily about study abroad fraud depression.”
*PRESENT STATUS:*
Director FIA Islamabad Zone is at victim’s house with full team. FIA, NCCIA and Ramna Police joint operation launched to trace Hamad and his woman accomplice who posed as US-based source.
*SOLUTION / WAY FORWARD:*
1. FIR under PPC 420, 468, 471, 306 against Hamad for fraud and impersonation of public servant
2. Mandatory FIA licensing board with QR code outside consultant offices
3. HEC and IIUI free verification desk for foreign admission letters
4. Verification of Supreme Court employee claims through SC HR
5. Psychological counseling cells in all universities
A Gold Medalist who should have been in a US lab is in PIMS morgue because a fraudster sold her a fake Harvard dream.
