Islamabad: The federal government has said that rehabilitation of around 7 million people affected by the 2025 monsoon floods is mainly the responsibility of provincial governments, while its own detailed cash assistance record focuses largely on compensation for deaths rather than direct rehabilitation payments to all affected families.
According to the official reply, 1,037 deaths were recorded in the 2025 monsoon and floods, carrying approved compensation of Rs 2.074 billion at the rate of Rs 2 million per death.
The figures show Rs 1.7122 billion released under the compensation summary, while 101 death cases involving Rs 202 million remained outstanding.
The government said a total of 3.029 million people were evacuated and rescued during the 2025 monsoon emergency.
It also reported a grand total of 21,952 tons of relief support provided or coordinated at the national level through NDMA logistics, the Prime Minister relief package, provincial disaster authorities, armed forces, NGOs and other national resources.
Punjab received the largest amount shown in the relief table at 12,107 tons.
Khyber Pakhtunkhwa received 5,584 tons, Sindh 2,273 tons, Gilgit Baltistan 1,698 tons and Azad Jammu and Kashmir 264 tons.
Balochistan was shown with only 21 tons, while Islamabad received five tons under the summary.
The government said disaster response, rehabilitation and reconstruction are primarily provincial responsibilities under the National Disaster Management Framework.
District administrations and District Disaster Management Authorities act as first responders, while Provincial Disaster Management Authorities operate as the second level response system.
NDMA serves mainly as the federal coordinating and policy body and does not directly implement rehabilitation and reconstruction projects.
At the federal level, the Ministry of Planning, Development and Special Initiatives was identified as the lead ministry for coordinating rehabilitation and reconstruction following the 2022 and 2025 floods.
The reply also showed major differences in death compensation across regions.
Khyber Pakhtunkhwa recorded 509 deaths with approved compensation of Rs 1.018 billion. The answer table showed 442 compensated cases, with Rs 885 million released.
Punjab recorded 322 deaths with Rs 644 million approved. It showed 259 compensated cases involving Rs 518 million, while 52 cases worth Rs 104 million remained in balance.
Sindh recorded 90 deaths, with Rs 180 million approved and Rs 136 million released for 68 compensated cases. Eleven cases involving Rs 22 million remained in balance.
Balochistan recorded 38 deaths, but only 16 compensated cases involving Rs 32 million were shown, with 12 cases and Rs 24 million still listed as balance.
The government also listed additional payments for injured persons and special awards. Including ex gratia assistance, injury payments, and reward money, the grand total was stated as Rs 2.0957 billion.
