South Korea demands Ukraine apology over PoW disclosure

South Korea has demanded an official explanation and apology from Ukraine after accusing Kyiv of publicly disclosing the transfer of two captured North Korean soldiers to Seoul despite an agreement to keep the matter confidential.

Seoul’s presidential office said Ukraine had discussed the transfer through several channels and had requested that details remain private. South Korea agreed to the request, citing security, diplomatic and humanitarian concerns, including the safety of the soldiers and their relatives.

According to South Korean officials, the Ukrainian side later revealed the transfer during President Volodymyr Zelenskiy’s address to the United Nations General Assembly. Seoul said the disclosure was made without adequate prior consultation.

The dispute escalated after Ukraine was accused of subsequently denying that a confidentiality agreement existed. South Korea said the denial had seriously undermined trust between the two governments and could affect bilateral relations.

Seoul is reviewing whether further measures are necessary. Ukrainian officials in South Korea had not immediately responded to requests for comment.

Zelenskiy said during his UN address that Ukraine had transferred the two North Korean prisoners to South Korea. He said they had been captured while fighting alongside Russian forces in the war against Ukraine.

South Korean President Lee Jae Myung had earlier criticised the disclosure, saying the transfer had been intended to remain confidential because of its possible consequences.

The two North Korean soldiers were captured by Ukrainian forces in Russia’s Kursk region in January 2025. They were among the first North Korean troops captured alive after North Korea became involved in Russia’s war effort.

South Korea had previously avoided confirming their arrival because of concerns about their security and the potential risks to relatives still living in North Korea.

The transfer followed discussions between Seoul and Kyiv after the soldiers reportedly expressed a desire to move to South Korea.

The development comes as Seoul continues efforts to encourage dialogue with North Korea, while US President Donald Trump has also expressed willingness to resume engagement with Pyongyang.
