LAHORE: The Punjab government has expanded its institutional framework for waste management through the Suthra Punjab Authority Act 2026, introducing a province-wide system aimed at improving solid-waste collection, sanitation services, recycling and the overall cleanliness of urban and rural areas.

The legislation, which received the Governor’s assent February 25, 2026 provides for the establishment of the Suthra Punjab Authority and extends its framework across Punjab. The law states that the authority will oversee the management of solid waste, regulation of sanitation services, waste collection, transportation, treatment and safe disposal, while also promoting recycling and waste-to-energy initiatives.

The initiative is being implemented under the provincial government led by Chief Minister Maryam Nawaz Sharif, with cleanliness and municipal service delivery forming a major part of the administration’s public-service agenda.

Institutional approach to cleanliness

The Suthra Punjab framework represents a shift towards a more integrated approach to waste management rather than relying solely on conventional municipal collection systems.

The legislation provides for coordinated mechanisms covering waste collection, transportation, treatment and disposal. It also includes provisions relating to rural sanitation and hygiene, public health and the development of a cleaner and more sustainable environment.

The Punjab Local Government and Community Development Department lists the Suthra Punjab Authority Act 2026 among the province’s governing laws.

The programme has also developed district and tehsil-level service structures. The official Suthra Punjab platform currently provides a service map allowing citizens to identify the team responsible for cleanliness services in their area

Services extended across districts

The official Suthra Punjab website lists a network of 150 tehsil offices, providing local-level access for complaints, field coordination and citizen services. Residents can also use the official helpline 1139 and online complaint channels to report sanitation-related issues.

The programme’s public updates indicate that its scope is not limited to waste collection. Its stated longer-term direction includes waste recovery, recycling, composting and improved disposal systems.

Recent provincial activities have also included initiatives aimed at strengthening field operations. In Bahawalpur, for example, an Anti-Litter Squad was provided electric bikes as part of the Suthra Punjab programme, according to the district administration.

Focus on public service delivery

The Punjab government has presented Suthra Punjab as part of a broader effort to improve municipal services and strengthen administrative coordination at the local level.

The programme provides citizens with mechanisms to submit complaints and track service issues, while district and tehsil structures are intended to facilitate operational responses.

For the provincial administration, the challenge now lies in ensuring that the legal framework translates into consistent services across Punjab, particularly in smaller towns and rural areas where waste collection and sanitation infrastructure can be limited.

The effectiveness of the programme will ultimately depend on implementation, monitoring, financial management and the ability of local service teams to respond to citizens’ complaints.

With the Suthra Punjab Authority now established through legislation and a province-wide service network being developed, the initiative marks a significant institutional step in Punjab’s approach to waste management and sanitation.

The government is expected to continue expanding field operations and citizen-facing services as the Suthra Punjab framework moves further into implementation.
