There is a particular kind of grief reserved for things that almost worked. In 2014, the Government of Punjab quietly built something real on the banks of the Indus at Daud Khel: two operating buildings, a 100-ton barge, a tugboat, a plan. The Inland Water Transport Development Company, led by a former merchant navy officer, Naeem Sarfaraz, did in under a million dollars what Pakistan’s procurement rules usually inflate into a scandal. And then, like every serious attempt to put Pakistan’s rivers back to work, it drowned — not in water, but in politics, mafia pressure, and bureaucratic indifference. Billions of rupees, three years of patient engineering, gone to the drain. It is hard to think of a more perfect miniature of how this country treats its own good ideas.
The tragedy is that Pakistan is not inventing something new. It is failing to remember something it already had. The first steamer to sail the Indus, aptly named Indus, went upriver under Lieutenant John Wood in 1835. By the 1850s a full commercial flotilla — later formalised as the Indus Steam Flotilla, backed by £250,000 of capital — was running cargo and passengers nearly 700 miles from Karachi to Multan, and eventually to Makhad near Attock, carrying mail, troops, and trade along a river corridor that connected the Arabian Sea to the Punjab frontier. It was, for its era, the most advanced navigational system in South Asia. Only the arrival of the railway — immune to monsoon floods and silting in a way boats were not — displaced it, and even then gradually, formally wound down only in the early 1880s. Pakistan does not need to import the idea of a working Indus. It needs to remember that it built one, badly wants one again, and is choosing not to.
Meanwhile the rest of the world has simply kept going. China alone commands roughly 128,000 kilometres of navigable inland waterway — the longest network on earth — and its Yangtze trunk line has become the world’s busiest inland shipping channel, its cargo throughput climbing 71 percent over the past decade to about 4.2 billion tons a year, carried by vessels whose average tonnage has risen two-thirds since 2015. The European Union, with more than 37,000 kilometres of interconnected waterway across twenty member states, moved close to a billion tonnes of freight on the Rhine-Danube network alone in a recent year, and treats inland shipping as core climate infrastructure precisely because it consumes roughly a sixth of the energy per tonne-kilometre that road transport does. Neither country is doing this out of nostalgia. They are doing it because water is still, physically, the cheapest way to move heavy things.
India understands this too, and it is not being subtle about where it is building next. In May 2026, Jammu and Kashmir’s chief secretary reviewed what officials called significant progress on National Waterway-49, a 76-kilometre corridor along the Jhelum from Pantha Chowk to Wular Lake, complete with eight floating jetties targeted for completion by July 2026, navigational aids by the same date, and full onshore infrastructure by July 2027 — alongside ten hybrid electric passenger boats under procurement. In parallel, National Waterway-26 on the Chenab, a nine-kilometre cruise stretch between Reasi and Akhnoor Fort, and National Waterway-84 on the Ravi are moving through the same construction timeline, backed by an IR 100 crore investment from India’s Inland Waterways Authority. None of this is framed publicly as anything but tourism and connectivity. But a nation does not build navigational infrastructure, jetties, and hydrological control on the three western rivers governed by the Indus Waters Treaty without also building the capacity to manage — and, if it chooses, to constrain — how those rivers flow downstream. Barrages built to hold water levels steady enough for a cruise boat are, functionally, barrages that can hold water back from a farmer in Multan. Islamabad’s Planning Commission has said essentially nothing about any of this in public.
Pakistan’s own geography makes the silence harder to excuse. The Indus falls from the Karakoram through Gilgit-Baltistan, gathers the Kabul River at Attock, absorbs the five rivers of the Punjab near Mithankot, and runs the length of the country to the Arabian Sea at Thatta — a north-to-south spine over 3,000 kilometres long, threaded further by a canal network that, by some estimates, offers up to 30,000 kilometres of potential inland transport corridor. According to the Asian Development Bank, a litre of fuel moves a tonne of cargo 24 kilometres by road, 95 by rail, and 215 by water — and building a waterway costs roughly 80 percent less than a comparable motorway, with a fraction of the annual maintenance bill. Vehicular transport already generates up to 28 percent of Pakistan’s CO2 emissions in a country the UN consistently ranks among the ten most affected by climate change. The UN’s own transport and environment bodies have long classified inland waterway transport as one of the most environmentally efficient freight modes available, precisely on these grounds. Reviving the Indus corridor is not a nostalgia project. It is one of the few climate interventions Pakistan could actually afford.
There is also an unclaimed river to the west. The Kabul River enters Pakistan with only the Warsak Dam standing on it, at a moment when India has funded multipurpose dam projects near Kabul that could, over time, be used to control flow into Pakistan the way water has already become a pressure point on Kashmir’s rivers. A functioning navigation route from Attock toward the Kabul River, and onward through the BRB Canal — 148 feet wide, 15 feet deep — to Kotri, would do double duty: an efficient transport corridor and a practical, demonstrated claim to water rights that paperwork alone does not establish. The technical small obstacles- braiding and meandering channels, seasonal velocity swings, low bridges — are real, but they are engineering problems, not mysteries. Other rivers with worse geometry have been tamed.
So who moves first, when the Planning Commission that should be championing this has been effectively dormant on it? CPEC’s first phase built roads, coal plants, and one port; a genuine CPEC-II has never treated the Indus corridor as infrastructure worth financing, despite China possessing precisely the dredging, lock, and river-engineering expertise Pakistan lacks.
And here is the correction that has to be made to the comfortable version of this story: this was not collapse. Collapse implies something fell down on its own. What happened at P-Block, in the Planning Commission’s own offices in the Islamabad Secretariat, was a choice — made deliberately, repeatedly, across successive CPEC planning cycles, to fund motorway after motorway while a barge and a tugboat sat at Daud Khel doing more for less money than any of them. Motorways are ribbon-cuttings. A working river corridor is not. Pakistan did not lose its inland waterway to bad luck or the absence of a state; it lost it to a state that looked directly at the cheaper, cleaner, more employment-intensive option, understood exactly what it was choosing against, and signed off on asphalt anyway. That is not the tragedy of a country with no governance. It is the tragedy of a country whose governance works perfectly well — for everything except the river.
And the clock on this is not neutral. When Jhelum’s National Waterway-49 goes live, and its counterparts on the Chenab and Ravi follow, India will not simply be running cruise boats — it will be operating headworks, barrages, and level-control structures engineered to hold each river at the precise depth a vessel needs, month after month, on rivers the Indus Waters Treaty still nominally allocates to Pakistan. A dam built to stop water is a blunt instrument, and the world watches it. A barrage built to steady water “for navigation” is a soft one, and far harder to challenge in any tribunal, because the stated purpose is civilian, seasonal, and entirely plausible. Pakistan needs to ask itself, now, before the jetties are finished rather than after: does it have a hydrological monitoring capacity on the Indus, Chenab and Jhelum sufficient to distinguish navigational regulation from strategic withholding in real time? Does it have the treaty and diplomatic machinery ready to contest flow manipulation dressed as tourism infrastructure? At present, the honest answer is no on both counts — there is no publicly known Pakistani monitoring architecture built for this specific scenario, and no indication the Permanent Indus Commission has even placed it on the agenda. A country that could not protect a hundred-ton barge from its own bureaucracy is unlikely to be ready for a barrage built four hundred kilometres upstream in someone else’s territory, calibrated, quietly, to hold exactly what it wants to hold.
That is the real deadline hiding inside this story. Pakistan does not have decades to decide whether reviving the Indus is worth the money. It has, at most, the two years before Wular Lake’s jetties are finished, and Delhi’s control over the Indus, Chenab and Jhelum’s daily behaviour becomes a permanent, defensible fact on the ground. Build the corridor, build the monitoring, build the treaty case — or accept that the next chapter of the Indus’s history will be written entirely upstream, by someone else, while Pakistan’s own barge still sits wherever bureaucratic apathy left it to rot.
