Dr Anam Fatima appointed ADC-General Islamabad after removal from CDA

The federal government has transferred Dr Anam Fatima, a Pakistan Administrative Service (PAS) officer of BS-18, from the Capital Development Authority (CDA) and appointed her as Additional Deputy Commissioner General (ADC-G) in the Islamabad Capital Territory (ICT).

ISLAMABAD: The federal government has transferred Dr Anam Fatima, a Pakistan Administrative Service (PAS) officer of BS-18, from the Capital Development Authority (CDA) and appointed her as Additional Deputy Commissioner General (ADC-G) in the Islamabad Capital Territory (ICT).

The appointment has taken effect immediately, according to Office Order No. 38/2026 issued by the Office of the Chief Commissioner ICT on September 8, 2026.

The order states that the posting was made in pursuance of a notification issued by the Establishment Division concerning the officer’s placement.

Dr Anam Fatima served in several important positions during her deputation to the CDA and Metropolitan Corporation Islamabad (MCI). She simultaneously held responsibilities as Director of the Directorate of Municipal Administration (DMA), Deputy Director General (DDG) Enforcement at CDA and Chief Officer of MCI.

Officials said that despite being a BS-18 officer, she handled responsibilities associated with senior administrative positions. Her field performance and involvement in civic and enforcement matters were cited among the reasons for her prominent assignments.

During her tenure, Dr Anam Fatima became known for strict enforcement and what officials described as a merit-based approach to administrative decisions.

She supervised several operations against encroachments in different parts of the federal capital, including graveyards, Karachi Company, Aabpara and other commercial areas. The enforcement drives received mixed reactions, with some appreciating action against illegal encroachments while others criticised the manner in which certain operations were conducted.

According to available records and officials familiar with her tenure, no proven case of corruption, nepotism or major administrative irregularity has surfaced against her during the past two to three years.

Her transfer from the CDA has also generated mixed reactions among employees. Some DMA and Enforcement staff reportedly expressed relief following her departure, while others acknowledged her contribution to strengthening enforcement operations and administrative discipline.

After her services were placed at the disposal of the Ministry of Interior, Dr Anam Fatima was assigned to the District Administration of ICT.

As ADC-General, she will be responsible for important matters relating to general administration within the Islamabad Capital Territory. Her new assignment is expected to put her administrative and field experience to the test in a different role.

The transfer has also prompted discussion among officials and observers about how the performance of public servants should be assessed. While an officer’s administrative style may not always be popular with subordinates, supporters argue that effective governance often requires difficult decisions and strict implementation of rules.

Her appointment comes amid the federal government’s continuing administrative reshuffle, which aims to improve governance, enforcement and public service delivery in the capital.
