PESHAWAR: The Khyber Pakhtunkhwa police department has announced a fresh round of senior-level appointments affecting eight officers of the Police Service of Pakistan (PSP). The changes include a new district police chief for Bannu and adjustments to several administrative training and counterterrorism positions.
The orders were issued by the provincial police chief, Zulfiqar Hameed through notification No. CPO/E-I/Transfer/Posting/2414 dated October 12, 2026. The department cited Section 17(4) of the Khyber Pakhtunkhwa Police Act 2017 as the legal basis for the decisions.
New assignments across police units
Zahoor Babar, who was serving as Chief Security Officer to the provincial chief minister, has been appointed Director General of the Research and Analysis Wing of the Counter Terrorism Department (CTD).
Shahbaz Ellahi formerly associated with security duties in the Special Branch will take charge as principal of the training centre in Nowshera.
At the district level Shafiullah has been appointed District Police Officer (DPO) of Bannu replacing Capt. (Retd.) Muhammad Furqan Bilal. The latter has been reassigned to the post of SSP Coordination in Peshawar’s Capital City Police setup.
Changes in operations and security wings
Kashif Aftab Ahmad Abbasi who had been awaiting a new assignment at the Central Police Office has been appointed Assistant Inspector General of Police for Operations.
Irfan Aamir, previously serving as SSP Coordination in Peshawar, has been moved to the SSP Security position in the Special Branch.
Meanwhile, Muhammad Azhar, who held the AIG Operations post has been placed under the administrative control of the additional inspector general heading the provincial CTD.
The notification was circulated among relevant police formations, regional heads, government accounting officials and other concerned offices for implementation.
Security Context Behind the Reshuffle
The changes come amid continuing security concerns in parts of Khyber Pakhtunkhwa including Bannu. The reassignment of senior personnel to the CTD and the appointment of a new district police chief are significant administrative developments.
The notification itself confirms the postings but does not establish that every change is directly connected to the province’s wider political or security situation. Any link to federal oversight or Governor’s Rule should therefore be confirmed separately through official statements.
The impact of the reshuffle will become clearer as the newly assigned officers assume their responsibilities.
