The European Union plans to push for a package of measures to accelerate global greenhouse gas emissions reductions at the COP31 climate summit in Türkiye next month, according to a draft internal document.
The strategy aims to turn existing national climate pledges into concrete action, as international climate negotiations face geopolitical tensions and disagreements over the pace of the transition away from fossil fuels.
At COP31, scheduled to take place in Antalya from November 9 to 20, the EU will advocate a “mitigation package” focused on cutting emissions, the document said.
A key demand will be to extend until 2040 the United Nations’ mitigation work programme, which provides a forum for countries to discuss ways to reduce emissions and identify opportunities for further action. The programme is due to expire this year.

The EU will also urge countries to respond to a recent UN assessment that the world is on track to exceed the 1.5-degree Celsius warming limit set by the 2015 Paris Agreement, the document said.
The strategy was drafted by Ireland, which holds the EU’s rotating presidency. The bloc is also preparing for the second global stocktake under the Paris Agreement, a process that assesses collective progress towards meeting the agreement’s climate goals.
The EU’s approach comes amid persistent disagreements at UN climate talks over stronger emissions-reduction measures. Major emerging economies and fossil fuel-producing countries have expressed concern about the potential effects of tougher climate policies on economic growth and development.
