In what is being described as Germany’s biggest intelligence scandal since the Cold War, the former chief of the German Federal Intelligence Service (BND) has been arrested on charges of treason and espionage.
The Federal Public Prosecutor General has confirmed the arrest of *August Hanning, 80*, who headed the foreign intelligence agency BND from *1998 to 2005*. He was arrested on *6th October 2026* in Bad Toelz-Wolfratshausen in southern Germany.
*What is the case?*
According to the prosecution, five years after leaving office, Hanning entered into a secret agreement with a former BND official, identified as *Manfred D*, to receive classified intelligence in exchange for heavy payments.
Manfred D, who served as the chief of staff to successive BND presidents from *2012 to March 2026*, allegedly misused his position to provide Hanning with approximately *2,000 highly sensitive and classified documents*. Many of these documents contained information reserved exclusively for internal use by the federal intelligence service, particularly for executive intelligence briefings at the Chancellery.
Prosecutors stated that on one occasion, *”Hanning used classified intelligence provided by Manfred D to draft an analysis for an officer of a foreign intelligence service”* as part of his private consulting work.
Manfred D was also arrested on the same day in Steinfurt in western Germany on charges of aiding and abetting attempted treason and treasonous espionage. Both are expected to be presented before a judge at the Federal Court of Justice.
The prosecution has not revealed which foreign intelligence agency was the intended recipient, stating that it is yet to be determined whether the material actually reached the intended recipient.
The arrest of a former head of Germany’s foreign intelligence service is unprecedented in the agency’s history since its creation in the 1950s and is expected to damage Germany’s intelligence relationships with allied nations.
