LAHORE: Assistant managers working at Lahore Development Authority (LDA) sports complexes have filed a formal representation against Additional Director General (Headquarters) Usama Majeed, alleging unprofessional conduct, intimidation, public humiliation and violations of workplace dignity, particularly involving female officers.
Minute Mirror has obtained an eight-page representation submitted on October 9, 2026, by Mohammad Ali Mumtaz, Assistant Manager (Admin and Coordination), Directorate of Sports, LDA, to the Secretary of LDA Sports Complexes. The complaint follows a meeting with the competent authority on October 8.
The complainant maintains that Usama Majeed is not their competent authority and says the representation seeks to protect officers’ dignity rather than challenge the administrative hierarchy.
Allegations of inappropriate conduct
According to the document, officers were repeatedly summoned to the ADG’s office over three to four weeks for presentations on sports complex operations and performance, but allegedly faced prolonged waiting periods and cancellations.
During a meeting on October 2, attendance was marked at 2:30pm. Mumtaz alleged that the office was filled with cigarette smoke and that the ADG placed his bare feet on the table during a presentation. He further claimed that the discussion shifted towards his qualifications, with threats of termination if he failed to justify his continuation in the position. The representation also alleges that highly derogatory and sexually explicit language was used about the Director Sports.
A second incident reportedly occurred on October 6 at LDA Sports Complex Gulberg. After the complainant explained that he was on short sick leave and had an official reporting time of noon, the ADG allegedly responded in an official WhatsApp group containing more than 20 senior officials with the words, “Utterly Disappointing Response.”
The representation also raises concerns about armed security personnel stationed around the ADG’s vehicle at the complex entrance, alleging that their presence created an intimidating atmosphere for visiting families.
Female officers allegedly kept late into the night
The most serious allegations concern October 7, when officers reportedly marked attendance at 1:58pm but were not called for a meeting until 10:15pm.
According to the complaint, female officers who had children at home repeatedly requested permission to leave but were allegedly warned of possible termination or show-cause notices. The officers reportedly remained without lunch or dinner while waiting.
During the late-night meeting, five assistant managers, including a female officer, were asked to explain within one minute how they would improve their respective sports complexes.
The representation further alleges that the mother of the female officer arrived with her uncle, worried about her daughter’s continued presence at the office. After initially being denied entry by security, she allegedly encountered resistance and was pushed by security personnel before being allowed to speak briefly with her daughter.
The complainant has requested an impartial inquiry into the incident and the conduct of the security staff involved.
Officers demand dignity and accountability
Mumtaz stated that the incidents had caused considerable distress and raised concerns about administrative fairness, professional conduct and employee welfare. He also expressed regret that his decision to return to Pakistan after professional opportunities abroad had left him questioning his choice to serve in public administration under such circumstances.
The representation emphasises that accountability should follow transparent procedures and that institutional authority must not undermine an individual’s dignity.
LDA leadership yet to respond
Minute Mirror contacted LDA Director General Tahir Farooq and ADG Headquarters Usama Majeed for their comments. No response had been received from either official by the time this report was filed. Their positions will be included if responses are received.
The allegations remain subject to verification and an official inquiry. The officers say they are not seeking exemption from discipline but want fair treatment, professional respect and a workplace free from intimidation.
