AI Generated Summary

This is currently Pakistan’s most important, most sensitive and most public national issue — On 3 September 2026, UNICEF’s report revealed that 1 in 16, i.e. 1.5 million children in Pakistan were victims of online sexual exploitation in one year. After this horrific revelation, on 12 October an 8-hour National Safe Scroll Dialogue was held at Movenpick Islamabad, a 5-point declaration was adopted, and on 15 October the Ministry of Human Rights notified 1121 as the National Safe Scroll Helpline and launched the National Strategy 2026-2031.

*But Minute Mirror’s investigative team has found that despite the notification, the ground reality is still the same. Even after many days, 4 out of 5 most important steps have not been implemented:*

*1. PEMRA’s 10% Law Still 0%:* The law says every TV channel must give 2 hours 24 minutes daily for public awareness, the declaration says 14 minutes of it should be on child protection in prime time, but implementation is zero. No channel is advertising 1121.

*2. 90-Day Fast-Track Court Still Not Established:* The promise of accepting one video forensic interview as evidence and establishing a court that gives a decision in 90 days is only on paper, its bill has not even been tabled in Parliament.

*3. Still Not Made Non-Compoundable:* Online abuse is still a compoundable offence, in cases like Rawalpindi, an accused with 600 videos is released in the name of compromise and keeps the material with him to blackmail for a lifetime.

*4. Forensic and Conviction System Still Paralyzed:* 12,000 cases backlog in Punjab, no forensic lab in KP at all, conviction rate stuck at 1% in Punjab and 6% in KP. NCCIA’s monthly capacity is 1,200 cases while thousands of complaints from NCMEC USA are in queue.

Only one thing has been done — 1121 has been given a name. The question is how will a child be safe by a name alone until the system is safe?

### *FULL DETAILED REPORT:*

*Background — The Report That Shook the State:*
On 3 September 2026, UNICEF Innocenti, ECPAT and INTERPOL released the “Disrupting Harm in Pakistan” report. It revealed that 1.5 million children aged 12-17 in Pakistan were victims of technology-facilitated sexual exploitation in one year. In 85% of cases the perpetrator was known to the child, 44% of cases happened on social media, 57% of children did not tell anyone due to shame and fear of family reaction, 71% remained completely silent and not a single child in the survey reported to police, helpline or social worker.

UNICEF Representative Pernille Ironside had said: “The digital world should be safe for children, instead of asking children to avoid risks we must build systems that prevent abuse.”

*Movenpick Dialogue — 8 Hours, 5 Promises:*
On 12 October, Ministry of Human Rights, Child Protection Bureau Punjab, UNICEF and UNFPA held a joint dialogue. 5-point declaration:

1. Merge all helplines into 1121 — 24/7 call & chat
2. Make online child abuse non-compoundable
3. Accept one video forensic interview as evidence and 90-day fast-track courts
4. 10% mandatory time on TV — 2 hours 24 minutes daily
5. Digital literacy in school curriculum

*Government Action — What Happened and What Did Not:*
On 15 October, National Strategy 2026-2031 was launched and 1121 was notified. This is the only practical step.

But the process of declaring child protection as a matter of national interest under PEMRA Section 20(e) has only been “initiated”, notification has not been issued. TV channels were asked to submit compliance reports within 7 days, none submitted, none suspended.

*Ground Realities — Child Protection Bureau Punjab:*
On the direction of Chairperson Sarah Ahmed, 16 children were taken into custody from an orphanage in Multan, registration was rejected. The Bureau has so far rescued more than 80,000 children, 1,200 are in custody, 18,790 calls have been answered on 1121 in 3 years. But this is at the provincial level, at the national level 1121 is still entangled in the confusion of 4 different numbers (old FIA 991, new NCCIA 1799, MD 1099 and provincial 1121).

*Legislation in Parliament — Three Developments, Two Failures:*

*1. Senate Functional Committee on Human Rights — 15 September 2026:* Under Chairmanship of Senator Samina Mumtaz Zehri, notice taken on low conviction rate and cover-up of cases in schools. It was informed that in Punjab 6,083 cases, conviction 1%, in KP 625 cases, conviction 6%, in Islamabad 68 abductions, 48 assaults, conviction almost nil.

*2. Social Media Bill 2025 — Withdrawn:* Bill to ban children under 16 was tabled in July 2025, withdrawn on 18 August 2025. PTA admitted in High Court that it does not even have the authority for age verification.

*3. Anti-Rape Amendment Bill 2026 — Passed:* National Assembly declared sexual assault and child exploitation as non-bailable offence, forensic examination within 24 hours mandatory, court must consider child safety before bail.

*4. 3 Important Bills of Safe Scroll — Not Even Tabled Yet:* No bill has come to Parliament for non-compoundable, single video evidence and 90-day court. National Commission on the Rights of the Child has recommended inclusion of grooming, live-streaming and AI content in PECA, but that too is only a recommendation.

*Final Question — Who Are 1,065,000 Silent Children Waiting For?*
1.5 million affected, 71% silent, 0% reached police, 1 to 6% conviction — i.e. 99.9% impunity. The silence of 1,065,000 children is not their weakness, it is system failure.

If 10% airtime remains 0%, if reporting keeps wandering between 991, 1799, 1099 and 1121, if a child has to give his statement 4 times for justice and stand in front of the accused in court every time, then how will Safe Scroll reach from the hall of Movenpick to the house where a child is scrolling at 12 midnight?

*Minute Mirror will come again after 90 days — not for seminar coverage, but with data: How many schools did digital literacy reach? How many calls came on 1121? How many videos were removed? How many criminals were punished?*

*Immediate Help for Public:* If any child faces online harassment, blackmail or exploitation, contact 1121 immediately — anonymous complaint facility is available.
