Mustafa Kamal criticises 18th Amendment

Federal Health Minister and MQM-P leader Mustafa Kamal has renewed his criticism of the 18th Constitutional Amendment, arguing that it strengthened provincial governments without adequately empowering people at the grassroots.

Speaking at a press conference in Karachi, Kamal said the amendment had effectively created four powerful administrative centres rather than improving devolution. He also criticised the transfer of federal institutions and responsibilities to provincial authorities.

Kamal’s remarks came amid an ongoing political debate over the creation of new provinces and administrative units in Pakistan. MQM-P has been campaigning for changes to the existing administrative structure, particularly in Sindh.

The federal minister argued that additional provinces could improve administrative access, representation and public service delivery. He said the proposal should not be viewed as an attempt to divide Sindh or the country.

Kamal also rejected the idea that the demand for new provinces was based on ethnic divisions. He described the people of Sindh as one community and said administrative reforms should focus on governance and public welfare.

He criticised the Sindh government over civic issues, including water shortages, sanitation problems and other difficulties faced by residents. He also raised concerns about the pace of development projects in Karachi.

Referring to the Yellow Line Bus Rapid Transit project, Kamal alleged that funds allocated for the scheme had not been properly utilised. These allegations were part of his broader criticism of provincial governance.

The MQM-P leader also criticised the response to the Gul Plaza fire, alleging delays in dealing with the incident. His comments come as the party continues to press for greater administrative and local-government powers.

The debate over new provinces has drawn opposition from the PPP, while government figures have said any major decision on creating new administrative units would have to go through Parliament and the constitutional process.

Kamal said MQM-P would continue pursuing its demand through constitutional and political means. He maintained that the proposed administrative changes were intended to bring decision-making and resources closer to citizens.
