KARACHI /ISLAMABAD/LAHORE :
*In a first-of-its-kind case in Pakistan, the National Cyber Crime Investigation Agency (NCCIA) has rescued a 13-year-old girl trapped in a dark web-linked “Task Game” following an alert from an international intelligence agency.*
The case has exposed a terrifying new threat for Pakistani children online, while the NCCIA has simultaneously issued a final warning to all social media users.
*1. How The Operation Happened:*
According to sources, an international law enforcement agency flagged an IP address in Karachi where a minor girl was connected to a dangerous dark web network and her life was in imminent danger.
As soon as the alert was received, the NCCIA’s Cyber Patrolling and Digital Forensics Wing traced the location and silently reached the girl without alarming her parents, fearing she might take an extreme step out of panic.
*2. The Horrific Task Game:*
According to the Director NCCIA, initial investigation revealed the girl was trapped by a secret group operating on the dark web and Telegram / Discord. The game is similar to the infamous *”Blue Whale Challenge.”*
– *Task 1 – Breaking The Psyche:* As a loyalty test, the group forced the girl to *poison her own pet cat to death.* She committed the act under fear and pressure. Investigators say this is a classic tactic to break a victim psychologically and desensitize them to violence.
– *Task 2 – Self-Harm:* In the second task, she was ordered to *inflict severe self-harm upon herself.*
– *Timely Intervention:* The NCCIA team reached her just *a few hours before* the second task was to be completed. Her phone and digital devices have been taken into custody.
*3. Parents Were Completely Unaware – The Biggest Danger:*
Officials confirmed that the girl’s parents were completely unaware of her online activities. They thought she was studying or watching cartoons late at night while she was being groomed by predators sitting abroad.
*4. Latest Updates:*
– The girl has been handed over to the Child Protection Bureau for psychological counseling.
– *3-4 suspicious accounts* that contacted the girl have been traced, *2 of them are based abroad (Eastern Europe).*
– A large-scale investigation has been launched into whether other Pakistani children are also being targeted by this network.
*TODAY’S Safe Scroll Update – The Bigger Picture:*
*NCCIA’s New Tech:* NCCIA Lahore has signed MoUs with international agencies for AI technology. Through AI-based monitoring, 3 accused were arrested in Gujranwala and Faisalabad, and 10 accused involved in child blackmailing and sextortion were arrested in Lahore. The agency has warned that *keeping or forwarding child pornography on your phone is a punishable crime.*
*Safe Scroll Policy – 1121 Helpline:*
On October 12, at Mövenpick Islamabad, the *Ministry of Human Rights, Child Protection & Welfare Bureau Punjab, UNICEF and UNFPA* held an 8-hour Safe Scroll Dialogue. 5-point declaration:
1. Merge all helplines into *1121* – National Safe Scroll Helpline
2. Make online child abuse a non-compoundable offence
3. Accept single video forensic interview as evidence and 90-day fast-track child courts
4. 10% mandatory airtime (2 hours 24 minutes daily) on TV channels for child protection messages
5. Digital literacy in school curriculum
On October 15, the government officially notified *1121 as the national helpline* and launched the 2026-2031 strategy. According to UNICEF’s *Disrupting Harm Report (Sept 3, 2026)*, *1.5 million children (12-17 years) in Pakistan were subjected to technology-facilitated sexual exploitation in one year*, 71% never told anyone, conviction rate is 1% in Punjab and 6% in KP.
*NCCIA’s FINAL WARNING – “You Are Not Clicking Alone”:*
In a separate but related press briefing, *Additional Director NCCIA Atif Ameer* issued a stern final warning to all social media users.
> *”You are not clicking alone,”* he said.
He outlined three top priorities under clear directions from the DG NCCIA Headquarters:
1. *Call Centre Operations (Illegal Call Centers scamming foreigners)*
2. *Anti-State Content*
3. *Online Harassment / Women Harassment / Defamation*
The official warned that *anti-state tweets, posts and messages will not be tolerated.* The agency’s cyber patrolling unit is actively conducting surveillance across Facebook, X (Twitter), Instagram, TikTok, and WhatsApp groups.
He said those found posting anti-state material, harassing women, or publishing defamatory content could face strict legal action under PECA. The same practices are continuing under the DG NCCIA headquarters’ directions.
*Parent Advisory:* Install Parental Controls, take phones at night, monitor Telegram/Discord links, and if you notice isolation, sadness, or animal cruelty, immediately contact a psychologist and *NCCIA Helpline 9911* and the new national helpline *1121*.
