ISLAMABAD: Federal Interior Minister Mohsin Naqvi has said the creation of new provinces and administrative units in the country is inevitable, stressing that the final decision on the matter should rest with the people.

Speaking about the need for administrative reforms, Naqvi said the process should not be linked to the tenure of any individual government or political leader. He maintained that new provinces would eventually be created regardless of who was in power at the time.

“Whether I remain in office or not, provinces will be created and the decision of the people will be final,” the interior minister said.

Naqvi emphasized that any restructuring of the country’s administrative system should be carried out through consultation and national consensus. He called for all political parties and relevant stakeholders to sit together and discuss the issue rather than allowing it to become a matter of political confrontation.

Government Should Remain Close to People

The interior minister said an effective government should remain close to the people and be capable of taking decisions quickly in response to public needs.

He also stressed the importance of ensuring that public funds are spent transparently and in accordance with the rights and requirements of citizens.

According to Naqvi, the objective of creating new administrative units should be to improve governance, make public services more accessible and ensure that government institutions can respond more efficiently to people’s problems.

He said the issue should be considered from every possible angle and should not be viewed solely from the perspective of a particular ruler, government or political party.

Need for National Consensus

Naqvi called for a broad national discussion on the proposed creation of new provinces. He said the views of people from different cities and regions should be taken into account before reaching a final decision.

“Everything should happen with national consensus,” he said, emphasizing that public opinion would remain an important factor in determining the future administrative structure of the country.

The minister also cautioned against making any decision in advance or treating the creation of provinces as a predetermined political outcome. Instead, he said, the process should involve consultation, constitutional review and consideration of financial implications.

Constitutional and Financial Aspects

Naqvi said the government must carefully examine the constitutional requirements and financial consequences associated with the creation of new provinces or administrative units.

He stressed that the issue should be considered with a long-term perspective, keeping future generations in mind.

“It should not be viewed for the sake of one ruler or leader, but every angle should be looked at for the coming generations,” Naqvi said.

He added that the national interest should remain the top priority and whatever decision emerges after consultation should ultimately be respected and accepted by all stakeholders.

Administrative Units Cannot Be Stopped

Expressing optimism about the possibility of administrative restructuring, Naqvi said he believed new administrative units would eventually be established.

“I am hopeful that administrative units will be created. No single individual or political party can stop it,” he said.

The minister added that if the demand genuinely represented the aspirations of the people, it would ultimately materialize.

The remarks come amid renewed political and public debate over the creation of additional provinces and administrative units in Pakistan. Supporters argue that smaller administrative units could improve governance, service delivery and representation, while critics have raised questions about constitutional, financial and political implications.

Naqvi concluded by reiterating that the people’s opinion should remain central to the debate and that Pakistan’s interests should take precedence over individual or political considerations.
