Russia orders German consulate closure in fresh diplomatic row

ST PETERSBURG: Russia has ordered the closure of Germany’s consulate in St Petersburg, escalating an already strained diplomatic relationship between Moscow and Berlin.

According to Russia’s Foreign Ministry, the German consulate must end its activities by September 18, 2026, after which its staff will leave Russia.

Moscow described the move as a retaliatory measure, linking it to Germany’s recent decision to shut down a Russian consulate in Bonn and the Russian cultural centre in Berlin.

The diplomatic tit-for-tat follows a dispute over an alleged Russian drone attack near Leipzig/Halle Airport. Berlin cited the incident when announcing measures against Russian diplomatic and cultural facilities.

Russia, however, has rejected the accusation, denying responsibility for the alleged drone attack.

Moscow’s latest response goes beyond the closure of the German consulate. Russian authorities have also ordered the closure of Goethe-Institut centres operating in the country, further affecting Germany’s cultural and educational presence in Russia.

The measures represent another sharp deterioration in relations between the two European powers, which have already faced years of growing diplomatic tensions.

A widening diplomatic confrontation

The closure of diplomatic missions can have practical consequences for citizens and businesses, particularly by reducing consular services and making official communication between governments more difficult.

The latest confrontation also highlights how accusations involving security incidents are increasingly spilling into diplomatic relations.

Germany’s decision to close Russian facilities followed its allegations concerning the Leipzig/Halle airport incident, while Moscow has maintained that the accusations are unfounded. Russia’s response now places German diplomatic and cultural operations in the country under greater pressure.

The St Petersburg consulate has historically served German citizens and maintained official links between Germany and Russia. Its closure will therefore further reduce Germany’s diplomatic footprint in Russia.

For Berlin, the move comes as another sign that relations with Moscow remain deeply troubled. For Russia, the measure signals that it is prepared to respond directly to what it considers unfriendly actions by Germany.

The latest exchange of closures comes against a wider backdrop of deteriorating relations between Russia and Western European countries.

With Germany closing Russian facilities and Moscow responding by targeting German diplomatic and cultural institutions, the dispute risks developing into a broader cycle of reciprocal measures.

For now, the September 18 deadline gives German officials only a short window to wind down the St Petersburg consulate’s operations.
