Power, tenure, and title do not change the destination. They only decide what, if anything, is left standing on the ground once the person who held the office is gone. Nobody is asking Sardar Ayaz Sadiq to solve Pakistan’s water crisis, its dams, its treaty disputes, or its groundwater collapse in a single term. One single-point agenda would be enough: legislate mandatory rainwater harvesting on public buildings and private plots above a defined size, in every city the NDMA has already flagged as flood-prone, and see it through to enforcement before that distance runs out.
The water that flooded Rawalpindi and Gujrat on August 19 did not check whether a seminar on water governance was in session six kilometres away. It found the drains, found them insufficient, as they are every August, and moved on toward the same aquifers Pakistan keeps failing to refill. The Speaker was right about everything he said that day. The only thing missing was the part where the words became a law, a code, a mandate — the part that turns a script into a legacy instead of one more transcript for a library shelf that already has too many.
