After the imposition of emergency and Governor’s Rule in Khyber Pakhtunkhwa, the federal government has constituted an 11-member Advisory Council to run provincial affairs under Governor Faisal Karim Kundi.
In a historic move, two of Pakistan’s most dignified daughters of martyrs have been given key portfolios.
*The Two Women Advisors:*
*1. Lieutenant General (Retd) Nigar Johar Khan – Advisor for Health*
Pakistan’s first female three-star General, daughter of a Colonel who embraced martyrdom, and niece of Major Raja Aziz Bhatti Shaheed Nishan-e-Haider. A symbol of courage for KP’s women, she has been assigned the Health portfolio.
*2. Samar Haroon Bilour – Advisor for Information and Broadcasting*
Daughter of Shaheed Bashir Ahmed Bilour and widow of a family that has sacrificed generations in the war against terrorism, Samar Bilour is MNA from Peshawar. She has been given the portfolio of Information and Broadcasting.

Sanaullah Advocate has been appointed as the new Advocate General of Khyber Pakhtunkhwa.
*Why This Council?*
Federal Minister Attaullah Tarar said the council is entirely on merit, comprising technocrats with PhDs and decades of civil and military service. The federal government also ordered immediate establishment of Area Development Secretariats in 12 terrorism-affected districts including Dera Ismail Khan, Bannu, Bajaur, Khyber, Kurram, North and South Waziristan.
The move comes under Articles 232 and 234 after President Asif Ali Zardari signed the emergency proclamation on advice of PM Shehbaz Sharif, citing a 196% increase in terrorism incidents in the province and breakdown of constitutional machinery.

For the first time in KP’s history, the legacy of martyrs is directly running the province. From battlefield to ballot, the Bilour and Bhatti families’ heirs are now at the helm, calling it a “Day of Deliverance” and the start of a “New Era” for Khyber Pakhtunkhwa.
