DETAILS / BACKGROUND:
Beyond the Handshake: What This Visit Really Means
Minute Mirror has learned that today’s meeting is part of a larger, calculated push by Interior Minister Mohsin Naqvi to modernize Pakistan’s internal security infrastructure on international lines.
1. The Cyber Crime Core:
The central agenda of the talks was cybercrime. Both sides agreed on enhancing cooperation in cybercrime prevention, exchange of information and increasing investigative expertise. Russia offered to provide Pakistan’s law enforcement agencies with latest expertise in cybercrime investigations through Interpol cooperation. The Russian side also offered training for Pakistani experts.
This comes at a time when Pakistan is facing a surge in online financial fraud, harassment and scam centers. Just recently, a major raid was conducted on a scam call center stealing data of foreigners, with 33 accused arrested.
2. ANF and Narcotics Link:
It was also decided to increase cooperation between Pakistan’s Anti-Narcotics Force (ANF) and relevant Russian institutions to curb drug smuggling.
3. Police Training and Workforce:
The Russian Minister welcomed cooperation in professional training and announced expansion of training and professional development programs for Pakistani experts and students (police personnel / investigators) in Russia. Both sides also discussed sending skilled workforce from Pakistan to Russia and easing visa rules for tourists and the business community. It was agreed that Working Groups of both Interior Ministries will soon visit each other’s country. Training partnership between National Police Academy Islamabad and the Russian Police Academy was also discussed.
Sources confirm around 1,300 Pakistani students are currently studying in various Russian universities and Pakistan wants more students to go to Russia for higher education.
4. The Groundwork Laid Before Russian Arrival:
Before hosting his Russian counterpart, Mohsin Naqvi carried out two key inspections that now appear linked to today’s agenda:
a) National Police Academy Islamabad: Naqvi paid a detailed visit to the Academy, reviewed its upgradation and development projects and inspected model rooms for under-training officers. He issued directives to equip police training on modern lines with provision of drones, night vision devices and modern weaponry to bring police force efficiency to international standards.
b) National Cyber Crime Investigation Agency (NCCIA): Naqvi visited the NCCIA headquarters in Lahore. He ordered to accelerate the crackdown against online financial fraud and harassment and proposed renaming the agency in simpler words as “Cyber Police” for public understanding.
Analysts view today’s historic meeting as Islamabad’s strategic diversification of its internal security partnerships, moving beyond traditional allies and tapping into Russian technical expertise at a time when cyber and transnational organized crimes pose a new challenge to Pakistan’s internal security.
