The reported findings came from a three-member independent commission that heard the case between September and December 2024. The written decision has not been published and the Premier League has declined to comment.

The charges, brought by the Premier League in February 2023, relate to alleged breaches spanning several seasons from 2009-10 to 2022-23. They include allegations that City failed to provide accurate financial information, breached financial regulations and failed to cooperate with the league’s investigation.

City have consistently denied wrongdoing and are expected to appeal the reported findings. The club said the Premier League process remained ongoing, with “significant elements” still to be completed and subject to confidentiality.

City said it had respected due process and expected the Premier League to act as an “independent, impartial and fair-minded regulator”.

The case has attracted attention because of the scale and duration of the allegations. The hearing began on Sept. 16, 2024, and concluded on Dec. 6 after nearly three months.

The Premier League’s charges followed an investigation into City’s financial affairs. Reports based on leaked club documents had previously raised questions about the club’s finances, but the current case was formally referred to an independent commission in February 2023.

City appointed Enzo Maresca as manager in June after Pep Guardiola left the club at the end of the 2025-26 season. The change is separate from the financial case.
