PAAM files complaint against DRAP’s proposed AMHP Rules 2026

Lahore – The Pakistan Association of Alternative Medicine (PAAM) has officially lodged a complaint on the Pakistan Citizen’s Portal against the Drug Regulatory Authority of Pakistan’s (DRAP) 128-page draft of the proposed AMHP Rules 2026.

PAAM Chairman Kashif Aslam Malik stated that DRAP committed a severe administrative and legal violation by secretly submitting the draft rules to the Federal Cabinet for approval without placing them in the public domain or conducting mandatory consultations with alternative medicine manufacturers, practitioners, and domain experts.

​Highlighting the regulatory double standards, Kashif Malik noted that while the allopathic pharmaceutical sector was given decades following the Drugs Act 1976 to incrementally implement Good Manufacturing Practices (GMP), DRAP is forcefully attempting to impose complex allopathic requirements such as specialized HVAC systems onto alternative and homeopathic units from day one.

Enforcing these incompatible standards on alcohol-based homeopathic production is technically unfeasible, creates operational hazards, and violates the legal Doctrine of Impossibility.

​Furthermore, while the global alternative medicine market exceeds $150 billion according to the World Health Organization (WHO), DRAP’s restrictive policies continue to alienate Pakistan from this lucrative market while regional neighbors like India and China generate billions in foreign exchange.

Despite contributing 50% of statutory fee rates compared to allopathic firms, the alternative sector receives no facilitation and faces continuous procedural delays by DRAP’s allopathic regulators who lack specialized training in traditional pharmacopeias.

PAAM urges the Prime Minister to immediately recall the draft from the Cabinet, initiate transparent stakeholder consultations, and move toward establishing a dedicated Ministry of Alternative Medicine
